Nationwide Digital Life Certificate Campaign 4.0 to be held from November 1 to 30

The Department of Pension & Pensioners’ Welfare (DoPPW) will launch the fourth edition of its Nationwide Digital Life Certificate (DLC) Campaign from November 1 to 30, said the Ministry of Personnel, Public Grievances & Pensions on Wednesday.

Under existing rules, pensioners are required to submit a Life Certificate every November to ensure continuation of their pension. The previous DLC Campaign 3.0, held in November 2024 across 845 cities, recorded 1.62 crore submissions.

The Nationwide Digital Life Certificate Campaign 4.0, aimed at reaching pensioners in even the remotest corners of the country, will see a major scale-up this year, covering more than 1,850 districts, cities, and towns across over 2,500 camp locations.

Adopting a saturation model, it will be the largest-ever initiative to promote the digital empowerment of pensioners through advanced face authentication technology, with the goal of generating two crore Digital Life Certificates during the month-long drive.

The DoPPW has issued detailed guidelines for the initiative through an Office Memorandum dated July 30, 2025.

The campaign will be conducted in collaboration with Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations, the Controller General of Defence Accounts (CGDA), the Department of Telecommunications, Indian Railways, Department of Posts, Employees’ Provident Fund Organisation (EPFO), UIDAI, and the Ministry of Electronics & IT (MeitY).

DoPPW Secretary V. Srinivas reviewed preparations for the campaign on August 13. According to the plan, IPPB will hold camps at 1,600 district and sub-divisional post offices, leveraging its network of 1.8 lakh postmen and Gramin Dak Sevaks to provide both in-office and doorstep DLC services.

Nineteen Pension Disbursing Banks will also organise camps in 315 cities at more than 900 locations. Fifty-seven Pensioners’ Welfare Associations will mobilise pensioners to participate. Other ministries and departments, including the Railways, Defence (CGDA), DoT, DoP, and EPFO, will hold additional camps at identified venues.

Uttar Pradesh will host the maximum number of camps at 170 cities/towns, followed by Madhya Pradesh (127), Bihar (114), Odisha (110), and Maharashtra (106). Among banks, the State Bank of India will have the largest presence, with camps in 82 cities, followed by Punjab National Bank (31), Bank of India (27), Indian Bank (24), and Bank of Baroda (24).

Officials said that the expanded scale of Campaign 4.0 is designed to make it easier for all pensioners – including those in remote areas – to submit their Digital Life Certificates, thereby ensuring uninterrupted pension disbursement.
