Prime Minister Narendra Modi will inaugurate Kartavya Bhavan — also known as Central Secretariat Building–3 — the first of the new Common Central Secretariat buildings under the Central Vista redevelopment project, at Kartavya Path on Wednesday. The event is scheduled for 12:15 p.m.
Later in the day, the Prime Minister is expected to address a public gathering at the same venue around 6:30 p.m., the Prime Minister’s Office said in a statement on Tuesday.
Kartavya Bhavan, spread across approximately 1.5 lakh square metres, is designed to consolidate key government offices that currently operate from multiple locations across the Capital. The building includes two basement levels and seven floors (ground plus six).
Among the ministries and departments moving into the new facility are the Ministries of Home Affairs, External Affairs, Rural Development, Petroleum and Natural Gas, MSME, the Department of Personnel and Training (DoPT), and the Office of the Principal Scientific Adviser.
The building has been designed with modern governance needs in mind, featuring secure, IT-enabled workspaces, centralised command systems, ID-based access controls, and integrated surveillance.
It also incorporates several sustainability measures, including zero-discharge waste management, in-house solid waste processing, EV charging stations, and the use of recycled construction material. The structure is expected to consume 30 per cent less energy than conventional office buildings, with rooftop solar panels projected to generate over 5.34 lakh units of electricity annually.
Other features include double-glazed façades for temperature and noise control, LED lighting with occupancy sensors, energy-efficient elevators, and a centralised energy management system.
Kartavya Bhavan is part of the larger Central Vista redevelopment, aimed at reshaping the administrative core of the government in Lutyens’ Delhi.
