India signs MoU with ILO to advance global classification of occupations

The Government of India has signed a Memorandum of Understanding (MoU) with the International Labour Organisation (ILO) to collaborate on developing the International Reference Classification of Occupations, aimed at enhancing global skill comparability and expanding employment opportunities for Indian youth.

The MoU was signed in Geneva by Ambassador Arindam Bagchi, Permanent Mission of India to the UN, and ILO Director-General Gilbert F. Houngbo, in the presence of Union Minister for Labour & Employment and Youth Affairs & Sports Dr. Mansukh Mandaviya, who joined the event virtually.

Speaking on the occasion, Dr. Mandaviya said the partnership reflects a shared commitment to shaping the future of work amid rapid global transformation. He said the International Reference Classification would improve data comparability and promote mutual recognition of skills, helping Indian workers integrate more seamlessly into global labour markets.

The Minister highlighted India’s progress towards formalisation of the economy and referred to the recently announced Pradhan Mantri Viksit Bharat Rozgar Yojana, which aims to create over 3.5 crore jobs in the formal sector in two years. He also underlined India’s efforts in digital innovation, noting platforms such as the National Career Service (NCS) Portal and the e-Shram Portal as key digital public goods with potential for global adaptation.

Dr. Mandaviya proposed that India and ILO organise a dedicated session to share experiences and insights on these digital platforms with other member states.

ILO Director-General Houngbo welcomed the MoU, noting its potential to benefit countries worldwide and commending India’s role in labour mobility and social protection.

Secretary (Labour & Employment) Ms. Vandana Gurnani said the MoU provides a framework for conducting feasibility studies and pilot projects in green, digital and care sectors, opening pathways for future collaborations.
