PM Modi to inaugurate Commanders’ Conference in Kolkata, launch Rs 36,000-crore projects in Bihar

Prime Minister Narendra Modi today will inaugurate and address the 16th Combined Commanders’ Conference (CCC) in Kolkata, an apex-level forum of the armed forces that brings together top civilian and military leadership to deliberate on India’s security preparedness.

The three-day biennial conference, themed ‘Year of Reforms – Transforming for the Future’, will be held in Kolkata from September 15–17.

Later in the day, the Prime Minister will travel to Bihar where he will launch the National Makhana Board in Purnea to promote production, post-harvest management, value addition and exports of makhana. Bihar accounts for nearly 90 per cent of the country’s total production, with Madhubani, Darbhanga, Sitamarhi, Saharsa, Katihar, Purnea, Supaul, Kishanganj and Araria being the key districts.

PM Modi will inaugurate the Interim Terminal Building at the New Civil Enclave of Purnea Airport and lay the foundation stone and inaugurate multiple development projects worth about Rs 36,000 crore in the state.

The projects include the 3×800 MW thermal power project at Pirpainti in Bhagalpur, Bihar’s largest private sector investment worth Rs 25,000 crore, based on ultra-supercritical, low-emission technology. It is expected to significantly strengthen the state’s energy security.

He will also lay the foundation stone for Phase 1 of the Kosi-Mechi Intra-State River Link Project, worth over Rs 2,680 crore, aimed at expanding irrigation, flood control and agricultural resilience in northeastern Bihar.

PM Modi will also lay the foundation stone of the Bikramshila–Katareah rail line worth over Rs 2,170 crore, providing a direct link across the Ganga, and inaugurate the new Araria–Galgalia (Thakurganj) line worth over Rs 4,410 crore.

The Prime Minister will flag off several new train services, including the Jogbani–Danapur Vande Bharat Express, the Araria–Galgalia passenger train, and Amrit Bharat Express trains between Saharsa and Chheharta (Amritsar), and Jogbani and Erode.

He will also inaugurate a state-of-the-art Sex-Sorted Semen Facility at Purnea under the Rashtriya Gokul Mission. The first of its kind in eastern and northeastern India, the facility can produce five lakh doses annually and is expected to help small and marginal farmers by improving dairy productivity.

Additionally, PM Modi will participate in Griha Pravesh ceremonies for 35,000 rural beneficiaries under PMAY (R) and 5,920 urban beneficiaries under PMAY (U), and distribute community investment funds of around Rs 500 crore to Cluster Level Federations under DAY-NRLM.
