With the Model Code of Conduct (MCC) in force for the upcoming Bihar Assembly elections and bypolls to eight assembly constituencies, the Election Commission has intensified enforcement measures, deploying 824 flying squads across the state to ensure swift action against violations.
Citizens and political parties can report MCC violations using the C-Vigil App, which has been integrated into the ECINET platform. As of October 21, a total of 650 complaints have been lodged through the app in Bihar and other poll-bound States and Union Territories. Of these, 649 have already been resolved, with 94 per cent—612 complaints—addressed within the Commission’s stipulated 100-minute response time.
To strengthen the grievance redressal mechanism, the Commission has operationalised a 24×7 complaint monitoring system, including a dedicated helpline (1950). Complaints lodged through this system are routed to the respective District Election Officers (DEOs) or Returning Officers (ROs) for immediate action.
The poll body also reported significant seizures made through coordinated efforts by multiple enforcement agencies. As of October 21, unaccounted cash, liquor, drugs, precious metals, and other inducements worth over ₹71.32 crore have been confiscated across States and Union Territories where elections are scheduled.
The Election Commission has directed State and UT administrations to ensure strict compliance with all MCC guidelines during the election period.
