Law Ministry enhances notary access in Gujarat, Tamil Nadu, Rajasthan, and Nagaland

The Ministry of Law and Justice has notified the Notaries (Amendment) Rules, 2025, increasing the maximum number of notaries in Gujarat, Tamil Nadu, Rajasthan, and Nagaland to meet growing demand for notary services, an official statement said on Sunday.

The amendment, notified on October 17, 2025, through G.S.R. 763(E), revises the Notaries Rules, 1956, under the powers conferred by section 15 of the Notaries Act, 1952. It comes into effect from the date of its publication in the Official Gazette, the Department of Legal Affairs said.

As per the revised rules, the maximum number of notaries in Gujarat has been raised from 2,900 to 6,000, in Tamil Nadu from 2,500 to 3,500, in Rajasthan from 2,000 to 3,000, and in Nagaland from 200 to 400. The decision responds to requests from these state governments, driven by population growth, an increase in the number of districts, tehsils, and talukas, and a rising need for notary services.
