The Ministry of Youth Affairs and Sports has invited public feedback on three sets of Draft National Sports Governance Rules framed under the National Sports Governance Act, 2025.
The three draft sets include the National Sports Governance (National Sports Bodies) Rules, National Sports Governance (National Sports Board) Rules, and National Sports Governance (National Sports Tribunal) Rules. These have been formulated to facilitate the implementation of the Act.
The National Sports Governance Act, 2025, which received Presidential assent on 18 August 2025 after being passed by both Houses of Parliament, aims to address challenges in sports governance and establish a transparent, accountable, and athlete-centric framework for the promotion of sports in India. The Act seeks to ensure ethical practices, fair play, and the protection of sportspersons’ interests while building a robust sports ecosystem in the country.
The Draft National Sports Governance (National Sports Bodies) Rules outline provisions for the inclusion of Sportspersons of Outstanding Merit, composition of the General Body and Executive Committee, election procedures, and disqualification criteria for members of National Sports Bodies and Regional Sports Federations. They also define procedures for registration and periodic updating of affiliate units with the National Sports Board and the establishment of a National Sports Election Panel.
The Draft National Sports Governance (National Sports Board) Rules detail the structure, functions, and composition of the National Sports Board, including the constitution of a Search-cum-Selection Committee, appointment of the Chairperson and Members, and staffing arrangements as per government procedure.
The Draft National Sports Governance (National Sports Tribunal) Rules define the institutional framework of the National Sports Tribunal, covering the appointment, tenure, and service conditions of its Chairperson, Members, and staff. The Rules also specify the powers, procedures, and mechanisms for the expeditious adjudication of sports-related disputes.
The Ministry has invited feedback and comments from the general public and stakeholders within 30 days from the date of publication, with the last date for submission being 14 November 2025. The draft rules are available on the official website of the Ministry of Youth Affairs and Sports.
