New toll fee rules to boost digital payments at national highway plazas from November 15

In a move to promote digital payments and phase out cash transactions at toll plazas, the Ministry of Road Transport and Highways has introduced National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025. The amended rules, effective from November 15, aim to incentivize digital payments for non-FASTag users, streamline toll collection, and enhance transparency on National Highways.

Under the new rules, vehicles without a valid, functional FASTag entering a toll plaza will face higher fees if paying in cash. Such users will be charged double the standard user fee for their vehicle category. However, those opting for Unified Payment Interface (UPI) payments will be charged only 1.25 times the applicable fee. For instance, if the standard toll fee for a vehicle is ₹100 via FASTag, non-FASTag users will pay ₹200 in cash or ₹125 through UPI.

The amendment is part of the government’s broader push to leverage technology for efficient toll collection, reduce congestion at plazas, and improve the commuting experience on National Highways. By encouraging digital payment adoption, the revised rules aim to ensure smoother operations and greater transparency in toll collection processes.

The notification, issued on October 4, 2025, underscores the government’s commitment to modernizing toll collection systems and enhancing user convenience across India’s National Highway network.
