Vijay Kumar Malhotra’s life embodied ‘service before self’, says PM Modi

Prime Minister Narendra Modi on Monday paid homage to senior BJP leader and Delhi’s first Chief Executive Councillor, Vijay Kumar Malhotra, describing him as a leader whose impact transcended the positions he held, and whose life reflected dedication, values, and courage.

V.K. Malhotra, who passed away on September 30 at the age of 93, had been undergoing treatment at AIIMS for age-related ailments. Following his demise, PM Modi visited Malhotra’s residence to pay his last respects and offer condolences to the bereaved family.

In a heartfelt blog, the Prime Minister remembered Malhotra as a man of unwavering resolve and selfless service, saying his life exemplified the principles of the Rashtriya Swayamsevak Sangh (RSS).

Highlighting Malhotra’s long-standing contributions, Prime Minister Modi noted that his work in politics, social service, and sports left an indelible impact.

Malhotra Ji’s life was deeply shaped by his family’s experiences during the Partition, yet he turned personal adversity into a lifelong commitment to serving others. He found his calling in the ideology of the RSS and the Jana Sangh, dedicating himself to social work and helping thousands of displaced families rebuild their lives. PM Modi described this period as reflecting “the core ethos of the RSS, the Jana Sangh, and the BJP… courage in the face of adversity, service above self and a deep-rooted commitment to national and cultural values.”

At just 36, Malhotra Ji became the Chief Executive Councillor of the Delhi Metropolitan Council, a role akin to Chief Minister, following the first-ever council elections in 1967. His tenure focused on civic infrastructure and addressing public needs in the national capital. He also remained a vocal participant in major movements, including cow protection, the anti-Emergency campaign, and support for communities during periods of crisis.

PM Modi noted that Malhotra Ji “was a tireless Karyakarta, an excellent organiser and an institution builder,” navigating both electoral and organisational politics with skill. He famously won the 1999 Lok Sabha election against Dr. Manmohan Singh, defeating a high-profile Congress candidate through a positive campaign rooted in strong grassroots connect.

Malhotra Ji’s contributions extended beyond politics. He was a brilliant academician, completing his studies ahead of schedule, and played a crucial role in translating important speeches of Dr. Syama Prasad Mookerjee into Hindi. He also helped nurture cultural, educational, and social institutions linked to the RSS, fostering talent and promoting community service.

In the field of sports, he was particularly known for his decades-long leadership of the Archery Association of India, where he worked tirelessly to provide Indian archers with platforms and recognition globally. PM Modi noted that his approach to sports administration mirrored his public life—marked by dedication, organisational ability, and the pursuit of excellence.

Reflecting on personal memories, the Prime Minister said, “A few days ago, I was at the programme to inaugurate the new Headquarters of the Delhi BJP, where I fondly recalled VK Malhotra Ji. He was thrilled when the BJP formed the Government in Delhi earlier this year after over three decades and had immense expectations, which we are committed to fulfilling for our beloved national capital.”
