Defence Minister Rajnath Singh inaugurated the state-of-the-art DPSU Bhawan at the World Trade Centre, Naoroji Nagar, New Delhi, on Monday. The new facility, developed by the Department of Defence Production, will serve as a collaborative hub for all 16 Defence Public Sector Undertakings (DPSUs) to strengthen innovation and synergy in defence manufacturing.
The Defence Minister also chaired a comprehensive review meeting with the heads of DPSUs and felicitated four undertakings—Munitions India Limited (MIL), Armoured Vehicles Nigam Limited (AVNL), India Optel Limited (IOL) and Hindustan Shipyard Limited (HSL)—on being granted Miniratna (Category-I) status.
Addressing the gathering, Rajnath Singh commended the DPSUs for their crucial role in advancing India’s self-reliance in defence production. “All our DPSUs are strong pillars of Aatmanirbharta. Their consistent performance, as seen in operations like Operation Sindoor, reflects the growing strength and reliability of indigenous platforms,” he said.
Highlighting India’s progress in defence production, the Defence Minister informed that the country achieved a record output of ₹1.51 lakh crore in 2024–25, with DPSUs contributing over 71% of the total. Defence exports stood at ₹6,695 crore, underscoring the global confidence in Indian-made systems.
Singh urged all DPSUs to focus on indigenisation of critical technologies, holistic R&D, product quality improvement and timely deliveries. He directed them to prepare clear R&D roadmaps with measurable milestones for the next review meeting.
During the event, three key Memorandums of Understanding (MoUs) were exchanged among DPSUs. Hindustan Aeronautics Limited (HAL) and Bharat Dynamics Limited (BDL) signed MoUs with Yantra India Limited (YIL) to support the establishment of a 10,000-ton Forging Press facility—aimed at reducing import dependence for aluminium alloys used in defence and aerospace. HAL has extended an interest-free advance of ₹435 crore to YIL, while BDL will provide a workload of 3,000 metric tonnes over ten years. Another MoU was signed for creating a Metal Bank at MIDHANI to ensure uninterrupted supply of raw materials for defence projects.
Singh also unveiled several initiatives to boost research and sustainability in defence manufacturing. These include the HAL R&D Manual, the integrated R&D Roadmap for DPSUs, and SWAYAM—a compendium highlighting sustainable and green defence production practices. The initiative, supported by digital tools like the SWARNA Dashboard and the DPSU Energy Efficiency Index, focuses on enhancing energy efficiency, renewable energy adoption and carbon emission reduction.
The Defence Minister also felicitated India Optel Limited (IOL) and Bharat Electronics Limited (BEL) for achieving 100% green energy usage. IOL transitioned completely to renewable energy in September 2025, while BEL became the first Navratna PSU to achieve the RE100 milestone in January 2025.
Describing the inauguration of the DPSU Bhawan as a “milestone in defence collaboration,” Singh said the facility will act as a common platform for coordination and knowledge sharing under the motto “Sangachhadhwam Samvadadhwam” (Move together, dialogue together). Equipped with modern conference rooms, simulation facilities and an exhibition area, the Bhawan will help showcase India’s growing defence manufacturing capabilities to domestic and international stakeholders.
“The vision is clear — to make India not only self-reliant but a global hub in defence manufacturing,” the Defence Minister said, extending his best wishes to all DPSUs for their continued contribution to national security and economic growth.
