Bihar cabinet approves six proposals focused on youth, startups and industrial growth

The Bihar Cabinet, in its first meeting since the formation of the new government, on Tuesday approved six proposals aimed at youth empowerment, startup promotion, industrial development and planned urban expansion.

According to officials, the decisions are intended to lay a roadmap for positioning Bihar as an emerging technological and economic centre.

The most prominent proposal cleared relates to policy formulation for promoting youth entrepreneurship and startups. A high-level committee will be constituted to oversee employment-oriented activities in the startup and new-age economy sectors. The panel will include senior officials from the Industries Department along with technical experts and entrepreneurship advisors.

The committee will monitor policy reforms and the implementation of schemes supporting young entrepreneurs through financial assistance, training, technical support, and innovation-driven enterprises. It will also focus on expanding opportunities linked to the smart and digital economy.

Chief Secretary Pratyay Amrit said the initiative is aimed at harnessing the energy and innovation of Bihar’s youth and supporting them in becoming self-reliant entrepreneurs.

The Cabinet also approved a proposal from the Industries Department to form a top-level committee to design and supervise a comprehensive action plan to establish Bihar as a new tech hub in eastern India. High-tech projects under consideration include a defence corridor, semiconductor manufacturing park, global capability centres, a mega tech city and a fintech city. Officials said the effort targets large-scale investments and job creation.

Another Industries Department proposal seeks to develop Bihar as a global back-end hub and workplace over the next five years. A high-level committee will frame an action plan to tap sectors such as IT, BPO, KPO, data processing and content management. The move aims to strengthen Bihar’s footprint in the IT-enabled services ecosystem.

A separate proposal approved by the Cabinet focuses on building a stronger startup ecosystem. The committee will assist with startup incubation, improving access to funding and expanding employment-linked activities. Officials expect the move to improve Bihar’s representation in the national startup landscape.

The Cabinet also cleared the Bihar Artificial Intelligence Mission, proposed by the Department of Information Technology. The mission seeks to boost AI-based services, support AI skill development, expand adoption of AI across government departments and encourage collaborations with startups and technology companies. Officials said the initiative is expected to speed up the state’s digital transformation.

In the urban development sector, the Cabinet approved a proposal to plan 11 new satellite or greenfield townships across the state. The Urban Development and Housing Department has been instructed to prepare detailed project reports. The townships will focus on housing, transportation, water supply, sanitation and structured urban expansion.
