The Ministry of Law and Justice has highlighted major achievements under its nationwide constitutional awareness initiative as the ‘Hamara Samvidhan – Hamara Samman’ campaign moves into its expanded phase, ‘Hamara Samvidhan – Hamara Swabhiman’. Spread across 2024–2025, the outreach has emerged as one of the largest grassroots constitutional literacy efforts in the country, engaging more than one crore citizens through over 13,700 events nationwide.
Launched by the Vice-President on 24 January 2024 at the Dr. B.R. Ambedkar International Centre in New Delhi, the campaign was aligned with the DISHA Scheme — Designing Innovative Solutions for Holistic Access to Justice in India. The initiative combined constitutional education with real-time legal support, enabling citizens to take the Panch Pran pledge, understand their rights, and access services such as Tele-Law and Nyaya Bandhu.
As the year-long programme concluded, the Government initiated the next phase, Hamara Samvidhan, Hamara Swabhiman, on 24 January 2025, aiming to deepen citizens’ pride and constitutional awareness.
The campaign’s outreach extended to more than 2.5 lakh Gram Panchayats, Aspirational Districts and remote communities. While lakhs participated in physical programmes, many more joined through digital platforms via MyGov pledges, contests and awareness activities. Officials said the campaign successfully simplified constitutional concepts by linking legal literacy, cultural programmes and community participation, while also highlighting the extensive efforts that shaped the Indian Constitution.
Under the sub-campaign Sabko Nyay – Har Ghar Nyaya, the Government focused on expanding access to justice and improving legal awareness at the grassroots. Citizens widely participated in the Panch Pran pledge on MyGov, supported by QR-code campaigns and mobilisation by Village Level Entrepreneurs. The Nyaya Seva Mela, organised across 25 States and UTs, promoted Tele-Law services and released regional editions of Voice of Beneficiaries, reaching more than 84 lakh citizens. The Nyaya Sahayak initiative enabled community-based legal messengers to spread awareness door-to-door, registering over 14,500 cases while Vidhi Baithak sessions were conducted across villages and blocks with participation from Anganwadi workers, school committees, self-help groups and Panchayat bodies.
The Nav Bharat Nav Sankalp component targeted youth engagement, promoting constitutional values, fundamental duties and the Panch Pran vision through interactive activities on MyGov.
The Vidhi Jagriti Abhiyaan worked to empower rural and marginalised communities by raising awareness about legal rights and welfare protections. Student-led Gram Vidhi Chetna programmes reached thousands of villagers, while the Vanchit Varg Samman Abhiyaan used online workshops with IGNOU and Doordarshan to highlight rights of children, women, senior citizens, persons with disabilities and transgender persons. Nari Bhagidari workshops addressed gender-based issues and helped build legal consciousness at the community level.
To ensure decentralised outreach, four major regional events were organised. The first, held in Bikaner on 9 March 2024, marked the launch of the Nyaya Sahayak initiative and new Tele-Law publications. The second event, in Prayagraj on 16 July 2024, saw the launch of the dedicated “Hamara Samvidhan Hamara Samman” digital portal. In Guwahati, on 19 November 2024, the Government unveiled podcasts, a comic book based on real-life beneficiaries, and Samvidhan Katta, a magazine narrating 75 stories on the Constitution’s impact. The campaign culminated on 24 January 2025 at the Maha Kumbh in Prayagraj, where an Achievement Booklet was released in the presence of judges, scholars and CSC functionaries, with the proceedings livestreamed across the country.
Ministry noted that the campaign has evolved into a nationwide civic movement, encouraging citizens to understand, uphold and take pride in the Constitution. The Swabhiman phase aims to further strengthen constitutional consciousness as India progresses towards the vision of Viksit Bharat 2047. With its unprecedented outreach and sustained engagement, the initiative has become one of the most extensive constitutional literacy drives undertaken in independent India.
