The Ministry of Law and Justice has outlined key milestones achieved under its nationwide constitutional awareness drive as the ‘Hamara Samvidhan – Hamara Samman’ campaign transitions into its expanded phase, titled ‘Hamara Samvidhan – Hamara Swabhiman’. Conducted across 2024–2025, the outreach has grown into one of the largest grassroots constitutional literacy initiatives in India, engaging over one crore citizens through more than 13,700 events across the country.
Launched on 24 January 2024 at the Dr. B.R. Ambedkar International Centre in New Delhi, the campaign is part of the Government’s DISHA Scheme—Designing Innovative Solutions for Holistic Access to Justice in India. Along with promoting constitutional literacy, the initiative offered real-time legal assistance, encouraged citizens to take the Panch Pran pledge, familiarised them with their rights, and facilitated access to services like Tele-Law and Nyaya Bandhu.
With the completion of the first year of the programme, the Government inaugurated the next phase, ‘Hamara Samvidhan – Hamara Swabhiman’, on 24 January 2025 to reinforce constitutional pride and deepen public engagement.
The outreach extended to over 2.5 lakh Gram Panchayats, Aspirational Districts and remote regions. While lakhs attended physical programmes, many more participated through digital platforms via MyGov pledges, contests and awareness initiatives. According to officials, the campaign effectively simplified constitutional ideas by integrating legal literacy with cultural activities and community engagement, while highlighting the extensive efforts behind the making of the Constitution.
As part of the sub-campaign Sabko Nyay – Har Ghar Nyaya, the Government worked to enhance access to justice and legal awareness at the grassroots. Citizens responded strongly to the Panch Pran pledge campaign on MyGov, supported by QR-code–based outreach and mobilisation by Village Level Entrepreneurs. The Nyaya Seva Mela, conducted in 25 States and UTs, promoted Tele-Law services and launched regional editions of Voice of Beneficiaries, reaching more than 84 lakh people. The Nyaya Sahayak programme enabled community-level legal volunteers to spread awareness door-to-door, registering over 14,500 cases. In addition, Vidhi Baithak sessions were organised across villages and blocks, involving Anganwadi workers, school committees, self-help groups and Panchayati Raj institutions.
Under the Nav Bharat Nav Sankalp initiative, activities focused on youth engagement, promoting constitutional values, fundamental duties and the Panch Pran vision through interactive content on MyGov.
The Vidhi Jagriti Abhiyaan aimed to empower rural and marginalised communities by raising awareness about legal rights and welfare measures. Student-run Gram Vidhi Chetna activities reached thousands of villagers, while the Vanchit Varg Samman Abhiyaan used workshops with IGNOU and Doordarshan to highlight the rights of children, women, senior citizens, persons with disabilities and transgender individuals. Nari Bhagidari workshops also addressed gender-related issues and sought to strengthen legal literacy among women.
To decentralise outreach, four major regional events were held. The first, in Bikaner on 9 March 2024, marked the launch of the Nyaya Sahayak initiative and new Tele-Law publications. The second, organised in Prayagraj on 16 July 2024, unveiled the dedicated “Hamara Samvidhan Hamara Samman” digital portal. In Guwahati, on 19 November 2024, the Government released podcasts, a comic book based on real-life beneficiaries and Samvidhan Katta, a magazine featuring 75 stories on the Constitution’s impact. The campaign concluded on 24 January 2025 at the Maha Kumbh in Prayagraj, where an Achievement Booklet was released in the presence of judges, scholars and CSC functionaries, with proceedings streamed nationwide.
According to the Ministry, the campaign has evolved into a widespread civic movement, encouraging citizens to understand, uphold and take pride in the Constitution. The Swabhiman phase aims to further strengthen constitutional consciousness as the nation moves toward the vision of Viksit Bharat 2047. With its extensive reach and consistent engagement, the initiative stands as one of independent India’s most significant constitutional literacy efforts.
