Nitish Kumar government transformed ‘Jungle Raj’ into ‘Sushasan’: PM Modi in Bihar’s Saharsa

Prime Minister Narendra Modi on Monday slammed Rashtriya Janata Dal (RJD) and Congress during a rally in Bihar’s Saharsa, accusing the Opposition parties of glorifying the era of ‘Jungle Raj’ marked by lawlessness, corruption, and fear. He asserted that under Chief Minister Nitish Kumar’s leadership, the NDA government had transformed Bihar from Jungle Raj to Sushasan (good governance).

Taking aim at the Opposition, the Prime Minister said, “In the dictionary of RJD and Congress, there are words like katta, cruelty, bitterness, bad manners, bad governance, and corruption. This is all they learned in the school of Jungle Raj.” He reminded the people of the days when even police officers were unsafe, recalling an incident involving Saharsa DSP Satyapal Singh, who was attacked while taking action against the Jungle Raj elements.

“Every officer, every contractor, every businessman lived in fear. Development came to a halt. Nitish Kumar’s government ended that Jungle Raj and brought good governance to Bihar,” PM Modi declared to loud applause.

Continuing his attack, he accused the Opposition of siding with infiltrators instead of prioritising Bihar’s citizens. “Be it Congress or RJD, they are attached only to infiltrators. These people go on political tours to protect infiltrators who occupy your land and stake claim on your resources. Bihar needs protection from such infiltrators, and we are working to remove them,” he said.

PM Modi also mocked the Congress’s promise to establish a Nalanda-like university in Bihar if it came to power. “When the Congress and RJD were in power at the Centre for 10 years, they gave only ₹20 crore for Nalanda University and forgot about it. ₹20 crore can’t even build a school in a village,” he said.

In contrast, he highlighted the NDA’s achievements, stating, “After 2014, our government worked to restore the glory of Nalanda. In 10 years, we have allocated over ₹2,000 crore and built a magnificent campus where students from more than 21 countries are studying today.”

Reiterating his development pitch, the Prime Minister said, “NDA ki pehchan vikas se hai, aur RJD aur Congress ki pehchan vinash se hai (The NDA is known for development, while RJD and Congress are known for destruction).”

Addressing women and youth, PM Modi urged them to remain vigilant against those who want to “bring back the days of Jungle Raj.” He shared a personal anecdote about his first voting experience to inspire young voters, encouraging them to ensure their first vote helps form a strong government. “On November 6, Saharsa and Madhepura will vote. Your first vote should go to the government that will be formed – and that is the NDA government,” he said.

Recalling stalled projects under the Congress-RJD regime, he cited the example of the Kosi Rail Mahasetu bridge, whose foundation was laid by former Prime Minister Atal Bihari Vajpayee in 2003. “When the Congress came to power in 2004 with RJD’s support, they stopped all projects meant for Bihar’s welfare and halted funding. Their arrogance and anger were such that they punished the people of Bihar for rejecting them,” said PM Modi.

He contrasted this with the NDA’s focus on development and inclusive growth, saying that under Nitish Kumar and the NDA, Bihar had witnessed peace, infrastructure progress, and welfare-oriented governance.

Polling for the Bihar Assembly elections will be held in two phases on November 6 and 11, with results to be declared on November 14.
