The Election Commission of India has launched the second phase of the Special Intensive Revision (SIR) of electoral rolls across nine states and three Union Territories. The exercise aims to cover nearly 51 crore electors and ensure an updated and accurate voter list ahead of upcoming elections.
According to an order issued on October 27, under Article 324 of the Constitution and the relevant provisions of the Representation of the People Act, 1950 and the Registration of Electors Rules, 1960, the Commission directed the conduct of the Special Intensive Revision in the states of Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal, and in the Union Territories of Andaman and Nicobar Islands, Lakshadweep, and Puducherry.
The enumeration period began on November 4 and will continue till December 4. Every elector enrolled as on October 27 in these states and Union Territories will receive a unique Enumeration Form (EF), which will be partially pre-filled. The Election Commission confirmed that 100 percent of the forms have already been printed and that distribution has commenced in all 12 regions.
To carry out the revision exercise, over 5.3 lakh Booth Level Officers (BLOs), 7.64 lakh Booth Level Agents (BLAs), 10,448 Electoral Registration Officers and Assistant Electoral Registration Officers (EROs/AEROs), and 321 District Election Officers (DEOs) have been deployed across 321 districts and 1,843 assembly constituencies.
During the month-long enumeration phase, BLOs will visit households at least three times to distribute and collect the Enumeration Forms. Electors can verify their details and those of their family members on the Election Commission’s portal [https://voters.eci.gov.in/](https://voters.eci.gov.in/) before filling in their forms.

The Election Commission has emphasized that the Special Intensive Revision is a crucial step to ensure transparent, inclusive, and error-free electoral rolls across the participating states and Union Territories.
