National Symposium on Digital Land Reforms to be held with focus on NAKSHA and LandStack

The Department of Land Resources (DoLR) under the Ministry of Rural Development will host a National Symposium on NAKSHA and LandStack on December 3 at Bharat Mandapam in New Delhi, marking a major step in India’s digital land governance reforms. The event is being organised as part of the GeoSmart India 2025 Conference & Expo and aims to accelerate the adoption of geospatial technologies for transforming urban land records and strengthening citizen services.

The symposium will bring together policymakers, experts from the Survey of India, state revenue and land records departments, and industry leaders for discussions across six thematic sessions. The deliberations will focus on scaling up the NAKSHA pilot, which has deployed advanced aerial mapping and feature extraction technologies for high-precision land surveys across more than 157 cities. Experts will review the technical issues encountered during the pilot phase, the challenges of ensuring accuracy in densely populated urban areas, and the need for harmonising aerial survey outputs with existing cadastral maps.

A significant portion of the discussions will revolve around the development of LandStack, envisioned as a unified national digital land ecosystem. Technical specialists are expected to deliberate on core base layers, integration of cadastral maps with administrative and geospatial datasets, and the importance of federated models aligned with common national standards to ensure seamless data exchange among stakeholders.

Another key area of focus will be the proposed UrPro Card, designed as a single, trusted digital property document for citizens. The symposium will examine the legal and institutional changes required across states and Union Territories for integrating the UrPro Card into systems such as property registration, mutation, tax assessment, and building permissions. The initiative is aimed at enabling secure, verifiable, and easily transferable digital property rights.

The event will also showcase an end-to-end demonstration of a next-generation WebGIS platform and cloud-based services. Experts will discuss the role of emerging technologies such as artificial intelligence, machine learning, 3D mapping and cloud geospatial tools in improving transparency, accuracy and accountability in urban land governance, ultimately enhancing the ease of living for citizens.
