Russian President Vladimir Putin and Prime Minister Narendra Modi on Friday reaffirmed their commitment to further strengthening the Special and Privileged Strategic Partnership, as the year marks the 25th anniversary of the 2000 Declaration on Strategic Partnership established during Putin’s first state visit to India.
Putin is currently on a two-day state visit to India at the invitation of PM Modi.
In a joint statement after the 23rd India–Russia Annual Summit, both sides emphasised the “special, long-standing and time-tested” nature of their relationship, noting that it is rooted in mutual trust, respect for core national interests, and strategic convergence. As major powers, they underlined that the partnership continues to serve as an anchor of global peace and stability, grounded in equal and indivisible security.
PM Modi and Putin reviewed the full range of bilateral cooperation, including political and strategic ties, military and security engagement, trade and investment, energy, nuclear cooperation, space, science and technology, culture, education and humanitarian exchanges. They noted with satisfaction that both countries are expanding collaboration into new areas while reinforcing traditional sectors.
Both leaders said India–Russia ties have remained resilient despite a complex and uncertain geopolitical environment. They underlined that building a balanced, mutually beneficial, sustainable and long-term partnership remains a shared foreign-policy priority, and agreed to make all efforts to unlock the full potential of the strategic partnership.
Prime Minister Modi and Putin also welcomed the opening of new Indian Consulates General in Yekaterinburg and Kazan, expressing hope that they become operational soon and boost inter-regional cooperation, trade and people-to-people links.
The leaders noted continued high-level engagement since the last summit, including meetings on the sidelines of the BRICS Summit in Kazan and the SCO Summit in Tianjin. They highlighted the 26th Session of the India–Russia Intergovernmental Commission (IRIGC-TEC), co-chaired by India’s External Affairs Minister and Russia’s First Deputy Prime Minister, and the 22nd Session of IRIGC-M&MTC, co-chaired by the Defence Ministers.
The Prime Minister and the Russian President acknowledged visits by a wide range of Indian ministers and senior officials, and reciprocal visits by Russia’s Chairman of the State Duma, First Deputy Prime Minister, Deputy Prime Minister, and Ministers of Energy and Culture. They welcomed ongoing strategic dialogues between National Security Advisors, Foreign Office Consultations, UN consultations, and meetings of the Joint Working Group on Counter-Terrorism.
Putin thanked Prime Minister Narendra Modi for the gracious hospitality extended to him and his delegation in New Delhi, and invited him to visit Russia in 2026 for the 24th India–Russia Annual Summit.
