Prime Minister Narendra Modi will chair the fifth National Conference of Chief Secretaries in New Delhi on December 27 and 28, with the overarching theme “Human Capital for Viksit Bharat.” The conference aims to strengthen Centre–State cooperation through structured dialogue on key national development priorities.
Anchored in the Prime Minister’s vision of cooperative federalism, the conference will serve as a platform for collaboration between the Centre and States to develop a unified roadmap for enhancing India’s human capital and accelerating inclusive, future-ready growth.
The three-day conference, being held from December 26 to 28, will focus on moving beyond the idea of India’s population merely as a demographic dividend and towards developing citizens as human capital. Deliberations will centre on strengthening education systems, advancing skilling initiatives and generating future-ready employment opportunities across the country.
Under the main theme, discussions will place special emphasis on five identified areas—Early Childhood Education, Schooling, Skilling, Higher Education, and Sports and Extracurricular Activities.
In addition, six special sessions will be held on key policy and governance areas, including Deregulation in States; Technology in Governance—Opportunities, Risks and Mitigation; AgriStack for smart supply chains and market linkages; One State, One World Class Tourist Destination; Atmanirbhar Bharat and Swadeshi; and plans for a post-Left Wing Extremism future.
Focused deliberations during informal sessions will also be held on Heritage and Manuscript Preservation and Digitisation, as well as Ayush for All, aimed at integrating traditional knowledge systems into primary healthcare delivery.
The National Conference of Chief Secretaries has been organised annually for the past four years. The first edition was held in Dharamshala in June 2022, followed by conferences in New Delhi in January 2023, December 2023 and December 2024.
Chief Secretaries, senior officials from all States and Union Territories, along with domain experts, will participate in the conference.
