Prasar Bharati moves to Monetise Content, Draft Syndication Policy Issued

Public broadcaster Prasar Bharati has initiated a structured content syndication framework aimed at expanding cultural outreach and generating revenue, while continuing to uphold its public service mandate.

The broadcaster has prepared a draft Content Syndication Policy, 2025, which has been placed on the Prasar Bharati website for public consultation. The policy seeks to create a transparent and systematic approach for monetising content across multiple platforms.

As part of the policy formulation, Prasar Bharati conducted structured consultations with key stakeholders across the media ecosystem, including OTT platforms, linear television broadcasters, radio networks, telecom service providers, IPTV operators and content aggregators.

The draft policy proposes monetisation of content produced by Doordarshan and Akashvani, including archived national and regional programmes, as well as live coverage of government events, festivals and sports. It also covers digital-first content published on Prasar Bharati’s OTT platform.

In addition, the policy provides for monetisation of commissioned, co-produced, licensed and other content owned by Prasar Bharati.

The framework envisages fostering strategic collaborations with both domestic and international platforms to widen the reach of public broadcasting content and strengthen India’s cultural presence globally.

The draft policy also allows for flexible licensing models, including flat-fee arrangements, revenue-sharing mechanisms and minimum-guarantee models combined with revenue share.

The information was shared by Minister of State for Information and Broadcasting Dr L. Murugan in a written reply to a question in the Lok Sabha.
