UP Police Instils Fear in Criminals, Trust Among Citizens: CM Yogi at Police Manthan Conference

Uttar Pradesh Chief Minister Yogi Adityanath on Saturday presided over the concluding session of the two-day state-level senior police officers’ conference, ‘Police Manthan-2025’, at the Uttar Pradesh Police Headquarters, praising the force’s transformation over the past eight-and-a-half years.

Addressing the gathering, the Chief Minister said that the Uttar Pradesh Police has evolved into an institution that instils fear among criminals and inspires trust among citizens, marking a shift from reactive policing to proactive and predictive policing.

He outlined his vision of smart policing and highlighted major reforms undertaken since 2017 in areas such as recruitment, training, infrastructure development, cybersecurity, forensic capacity, and the implementation of the Police Commissionerate system.

The Chief Minister noted that limited training capacity in earlier years has expanded significantly, with more than 60,000 constables now being trained within the state. He pointed to initiatives such as cyber police stations in all 75 districts, the establishment of 12 Forensic Science Laboratories, and the creation of a dedicated Forensic University.

CM Yogi attributed the improvement in law and order to a zero-tolerance approach towards crime, stating that Uttar Pradesh has emerged as a global example of effective policing, reflected in growing public confidence.

Director General of Police Prashant Kumar thanked the Chief Minister for his guidance and support, and reaffirmed the leadership’s commitment to modern, citizen-centric policing services.

The conference featured detailed deliberations on several key areas. Sessions on beat policing and the ‘Yaksh App’ were led by the ADG (Crime), focusing on grassroots-level challenges. During the conference, the Chief Minister launched the AI and Big Data-powered Yaksh App, a digital beat book designed to map crimes, criminals, and sensitive zones for targeted interventions.

Presentations on women and child safety discussed Mission Shakti Centres, community outreach initiatives, Family Dispute Resolution Clinics, and programmes such as Bahu-Beti Sammelan.

A session on smart police station management introduced the Smart SHO Dashboard, aimed at faster grievance redressal, improved accountability, and better monitoring of crime and traffic.

Cybercrime discussions focused on capacity building in coordination with the Indian Cyber Crime Coordination Centre and the strengthening of Cyber Help Desks. Human resource development and welfare sessions addressed personnel behaviour, family health schemes, online training through the i-GOT platform, and women’s empowerment initiatives such as Vamasarathi.

Discussions on prosecution and prisons covered e-reporting systems for monitoring mafia activities, performance indicators for prosecutors, jail digitisation using AI-enabled CCTV systems, Health ATMs, and video conferencing facilities.

Deliberations also focused on Crime and Criminal Tracking Network and Systems 2.0 and the implementation of new criminal laws, highlighting the transition to data-driven policing through initiatives such as e-FIR, Zero FIR, e-Summons, and e-Evidence.

The conference, held in place of the traditional Police Week, underscored a shift towards technology-driven, scientific, and people-centric policing, marking a significant milestone in the evolution of law enforcement in Uttar Pradesh.
