Centre reviews employee welfare issues at 49th JCM meeting

The 49th meeting of the National Council of the Joint Consultative Machinery (JCM) was held on Monday at Seva Teerth in New Delhi under the chairmanship of the Cabinet Secretary. Discussions focused on employee welfare, service conditions and pending staff-related issues.

The meeting was attended by Staff Side representatives led by Raghavaiah and Secretary Shiv Gopal Mishra, along with 28 other members. Senior officials from key ministries and departments, including the Secretary (Personnel) and the Secretary, Department of Expenditure, represented the Official Side.

The Cabinet Secretary congratulated members on the JCM Scheme completing 60 years in 2026, describing it as an important platform for dialogue between the government and employees since its inception in 1966. He said the mechanism had helped address several employee grievances and contributed to changes in rules and guidelines over the years.

The Chairman noted that 48 meetings of the National Council (JCM) had been held earlier, with the previous meeting taking place on June 26, 2021. He also pointed out that three Standing Committee meetings had been convened since then, besides regular Departmental Council meetings held at the ministry level to address employee-related concerns.

During the meeting, 24 agenda items submitted by the Staff Side were discussed in detail. Both sides held constructive deliberations and made efforts to arrive at mutually acceptable solutions in the interest of employees. Officials said several matters are already under active consideration by the concerned ministries and departments.
