India, Morocco hold second joint working group meeting on counter-terrorism in New Delhi

India and Morocco on Monday reaffirmed their commitment to strengthening cooperation against terrorism as the two countries held the second meeting of the India-Morocco Joint Working Group (JWG) on Counter-Terrorism in New Delhi.

The meeting was co-chaired by Dr. Vinod Bahade, Joint Secretary (Counter Terrorism) in India’s Ministry of External Affairs (MEA) and Hicham Baali, Head of the National Judicial Police Brigade at Morocco’s Directorate General of the National Police.

According to MEA, both sides unequivocally and strongly condemned terrorism in all its forms and manifestations, including cross-border terrorism. They further condemned the heinous terrorist attack on April 22, 2025 in Jammu and Kashmir’s Pahalgam, and the terror incident on November 10, 2025 near Delhi’s Red Fort.

The MEA said that the two countries discussed threats posed by terrorist groups globally and in their respective regions and exchanged views on current and emerging challenges to counter-terrorism, including countering violent extremism and radicalization, combating financing of terrorism, preventing use of technology for terrorist purposes, nexus between transnational organized crime and terrorism and global movement of terrorists.

India and Morocco also deliberated upon measures to strengthen bilateral cooperation in the sphere of counter terrorism through information sharing, capacity building and sharing of best practices. They further re-affirmed commitment to strengthen cooperation in multilateral fora including the UN, FATF and GCTF.

The two countries agreed to hold the next meeting of the Joint Working Group in Morocco on a mutually-convenient date.
