Centre sets up task force to boost toy industry, targets 5% share in global market by 2032

Union Minister for Commerce and Industry Piyush Goyal on Monday announced the formation of a dedicated task force to accelerate the growth of India’s toy industry, with the ambitious target of securing a 5 per cent share of the global toy market by 2032.

The announcement was made during the stakeholder meeting, “Team Up for Toys: Driving SCALE, Innovation and Exports,” organised by the Department for Promotion of Industry and Internal Trade (DPIIT) at Vanijya Bhawan in New Delhi. The event also marked the launch of the Toy Sector Playbook, a roadmap aimed at strengthening manufacturing, innovation and exports in the sector.

The newly constituted task force will focus on six key areas: integrating India’s toy industry with global value chains, strengthening domestic manufacturing capabilities, addressing value chain bottlenecks, creating a skilled workforce and employment opportunities, promoting design and innovation, and improving the ease of doing business.

Addressing policymakers, industry leaders, manufacturers, startups, investors, artisans and designers, Goyal said the rapid progress of India’s toy industry reflects the country’s broader journey towards Viksit Bharat. He noted that Indian-made toys are increasingly finding acceptance in global markets and urged stakeholders to build a complete domestic manufacturing ecosystem supported by advanced technologies, globally competitive quality standards, deeper localisation, stronger branding and greater participation in global value chains.

The Minister also unveiled the Toy Sector Playbook, describing it as a comprehensive guide for manufacturers, startups, MSMEs, investors and entrepreneurs. The document provides practical guidance on manufacturing ecosystems, value chains, quality standards and compliance, skill development, product innovation, intellectual property, exports and emerging market opportunities, with the objective of enhancing the competitiveness of Indian toy manufacturers in domestic and international markets.

Highlighting government support for the sector, Goyal said initiatives such as BIS quality certification, cluster development programmes and assistance for MSMEs and startups have contributed to the industry’s growth. He called upon industry players to focus on innovation, design excellence, sustainability, scale and exports to build globally recognised Indian toy brands and position the country as a leading global hub for toy design and manufacturing.

Welcoming participants, Dr. Kajal, Joint Secretary (SCALE), DPIIT, highlighted the role of the Steering Committee for Advancing Local Value Add and Employment (SCALE) and the RAPiD Unit in advancing the vision of Aatmanirbhar Bharat. She said the toy sector was among the first industries identified for focused intervention because of its potential for local value addition, employment generation and export growth.

She noted that India’s toy ecosystem has expanded rapidly and now comprises more than 21,000 MSMEs, over 770 DPIIT-recognised toy startups, nearly 50 toy clusters and more than 1,800 BIS licensees.

Dr. Pawan Goenka, Chairman of SCALE, outlined the vision of transforming India into a global toy manufacturing powerhouse. He said the diversification of global supply chains presents a significant opportunity for India to emerge as a trusted manufacturing and export destination. Emphasising the growth potential of both domestic and international markets, he reiterated the goal of increasing India’s share in the global toy market to 5 per cent by 2032 through greater scale, innovation, design capabilities and export competitiveness.

The stakeholder discussions focused on scaling up manufacturing, strengthening local supply chains, enhancing design and innovation capabilities, improving quality standards, developing skilled manpower, promoting exports, attracting investments and increasing India’s participation in global toy value chains.

The event concluded with a reaffirmation of the government’s and industry’s shared commitment to ensuring that the toys of the future are not only Made in India, but also Designed in India, Innovated in India, Branded in India and recognised across global markets.
