The National Highways Authority of India (NHAI) has unveiled a new framework to share National Highway infrastructure and operational data with premier government research institutions, a move aimed at accelerating innovation and promoting data-driven solutions for safer, more durable and cost-effective highway development.
The initiative is expected to streamline academic collaboration by replacing the earlier system of signing separate Memorandums of Understanding (MoUs) for every research proposal, a process that often involved lengthy legal scrutiny and consultations across multiple agencies.
Under the new framework, recognised government research institutions, including the Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and the CSIR–Central Road Research Institute (CRRI), will be able to submit research proposals through a dedicated centralised mechanism within NHAI. The authority said the simplified process would enable faster approvals and quicker commencement of research projects.
The framework is designed to support the development of scientifically validated Pavement Deterioration Models (PDMs) and advanced traffic flow analytics tailored to Indian road conditions, traffic volumes and operational requirements. These technologies are expected to help improve highway planning, maintenance and lifecycle management.
As part of the initiative, approved research projects will initially receive a standard sample dataset covering up to 2,000 kilometres of National Highways. The sample data will allow research institutions to undertake pilot studies, validate methodologies and demonstrate the practical applicability of their findings before larger datasets are made available.
To safeguard sensitive infrastructure information, NHAI has incorporated stringent data security and confidentiality measures into the framework. Participating institutions will be required to sign a standard Non-Disclosure Agreement (NDA), restricting the use of the data to academic and research purposes while prohibiting its commercial use or disclosure to third parties. The confidentiality obligations will remain in force throughout the project period and for three years after its completion. Researchers, students and external collaborators associated with approved projects will also be required to comply with these confidentiality requirements.
The framework further provides that any intellectual property, patents or copyrights generated through the research will be jointly owned by NHAI and the respective research institution. While institutions will be encouraged to publish their findings in reputed academic journals, such publications will require prior concurrence from NHAI to ensure responsible handling of strategic infrastructure data.
According to NHAI, research outputs demonstrating practical value—particularly validated Pavement Deterioration Models and other technologies that can improve highway planning, design and maintenance—will be assessed using full-scale datasets after the successful completion of pilot projects. Solutions proving operationally effective could subsequently be implemented across the National Highway network through structured long-term collaborations under formal MoUs.
The authority said the framework reinforces its commitment to integrating research, innovation and data-driven decision-making into the development and management of India’s expanding National Highway network, while strengthening collaboration between government agencies and leading academic institutions.
