PM Modi, Prabowo expand India-Indonesia defence, maritime and cyber security ties

India and Indonesia have agreed to significantly deepen defence, maritime and security cooperation, expanding collaboration from joint military exercises and defence technology to counter-terrorism, cyber security and maritime domain awareness, according to the joint statement issued during Prime Minister Narendra Modi’s State Visit to Indonesia from July 6-8.

Recognising that India and Indonesia are maritime neighbours and Comprehensive Strategic Partners, Prime Minister Narendra Modi and Indonesian President Prabowo Subianto reaffirmed their commitment to further strengthen defence and maritime cooperation, recalling the adoption of the Shared Vision of India-Indonesia on Maritime Cooperation in the Indo-Pacific in 2018.

The two leaders welcomed the 3rd India-Indonesia Defence Ministers’ Dialogue held in New Delhi on November 27, 2025, and agreed to broaden engagement across both traditional and emerging areas of defence cooperation. These include regular defence dialogues, joint military exercises, staff talks, joint research and co-production of defence technologies, port calls, peacekeeping activities, information sharing, hydrography, capacity building, cadet training and exchanges, and defence industrial cooperation.

Both sides also welcomed the elevation of defence cooperation through collaboration on the BrahMos Missile System and the Air-to-Air Missile Cooperation Agreement, signalling a significant expansion of strategic defence ties.

On maritime cooperation, India and Indonesia agreed to strengthen collaboration in maritime domain awareness (MDA), maritime connectivity, coastal surveillance, humanitarian assistance and disaster relief (HADR), pollution control and search and rescue (SAR), based on the priorities of both countries. The two leaders noted that such cooperation would contribute to peace, security and prosperity in the region and enhance stability across the wider Indo-Pacific.

The leaders welcomed the renewal of the Memorandum of Understanding on Maritime Safety and Security Cooperation as well as the conclusion of the Implementing Arrangement between Indonesia’s Maritime Security Agency (BAKAMLA RI) and the Indian Coast Guard.

Prime Minister Modi and President Prabowo also acknowledged the strategic and operational importance of joint naval exercises and defence training programmes. They agreed to continue constructive discussions on maritime issues of mutual interest in accordance with respective national laws and regulations and the principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The joint statement also welcomed the deployment of an International Liaison Officer (ILO) from Indonesia at the Information Fusion Centre-Indian Ocean Region (IFC-IOR) in Gurugram. Both sides agreed to continue identifying new areas of mutually beneficial cooperation in maritime security.

Defence industry and technology emerged as another key pillar of the partnership. The two leaders agreed to expand collaboration in joint production of defence equipment, technology transfer, technical assistance, capacity building, sourcing of defence equipment, shipbuilding, establishment of maintenance, repair and overhaul (MRO) facilities for similar defence platforms, exploration of defence research and development, and strengthening of defence supply chains. They also welcomed progress in pharmaceutical collaboration between the Armed Forces Medical Establishments of both countries on the supply of military medicines.

On counter-terrorism, the leaders unequivocally condemned terrorism in all its forms and manifestations and called for decisive, coordinated international action to combat the threat in accordance with international law. They urged action against globally proscribed terrorists and terrorist entities, including those designated by the UN Security Council’s 1267 Sanctions Committee.

The two countries agreed to strengthen cooperation in preventing and combating terrorism and violent extremism conducive to terrorism. This includes collaboration to counter terrorist financing, promote internationally agreed anti-money laundering and countering financing of terrorism (AML/CFT) standards, prevent misuse of emerging technologies for terrorist purposes, tackle online recruitment and radicalisation through digital platforms, and strengthen programmes for preventing violent extremism (PVE).

Reaffirming a zero-tolerance approach towards terrorism, the leaders pledged to continue disrupting terror financing channels and enhance bilateral and multilateral cooperation, including through the United Nations and the Financial Action Task Force (FATF).

Recognising the growing nexus between terrorism and transnational organised crime, both leaders agreed to enhance cooperation through information sharing and exchange of best practices in accordance with domestic laws and international obligations. They also welcomed the early conclusion of a bilateral Memorandum of Understanding on Counter Terrorism, which is expected to be signed in the near future.

The leaders further welcomed the planned convening of the 3rd India-Indonesia Security Dialogue (IISD) as a comprehensive platform to discuss security-related issues. Through the dialogue, the two countries resolved to significantly expand cooperation in counter-terrorism, organised and transnational crime, emerging technologies, cyber security, defence industry, maritime cooperation and space.

In the cyber domain, India and Indonesia agreed to explore deeper cooperation through policy dialogue, capacity building, sharing of best practices and expertise on digital public infrastructure, financial technology, digital economy, artificial intelligence, digital forensics, cooperation between Computer Emergency Response Teams (CERTs), protection of critical information infrastructure and enhancement of digital skills.
