The approval of four-laning of the Khagaria–Purnea section of National Highways 31 and 231 in Bihar, a major infrastructure project, is expected to strengthen the state’s agricultural economy, improve flood-resilient connectivity and enhance links across eastern India.
The Cabinet Committee on Economic Affairs (CCEA) recently approved the project, which will be developed by the Ministry of Road Transport and Highways (MoRTH) at an estimated cost of ₹3,936.05 crore.
The highway upgrade is expected to benefit farmers in Bihar’s agricultural heartland by enabling faster transportation of high-value crops such as bananas from Khagaria and makhana from Purnea, one of India’s largest production hubs for the crop. Improved connectivity is expected to reduce transit time, minimise spoilage of perishable produce and help farmers secure better prices in domestic and export markets.
The Ministry of Road Transport and Highways (MoRTH) said the project is aimed at addressing long-standing transportation challenges that have affected the movement of agricultural produce, particularly during seasonal disruptions.
A key feature of the project is the development of flood-resilient infrastructure in eastern Bihar, where road connectivity is frequently disrupted by flooding from the Kosi and Ganga river systems. The upgraded highway will incorporate improved road geometry, stronger pavement structures and modern drainage systems to ensure more reliable year-round connectivity.
The project is also expected to significantly improve mobility across the Seemanchal region, where districts such as Khagaria, Katihar and neighbouring areas have historically faced connectivity constraints. Once completed, travel time between key destinations is expected to reduce from the current 3.5–4 hours to around 1.5–2 hours, improving access to administrative, educational and commercial centres.
Beyond Bihar, the upgraded corridor is expected to strengthen interstate connectivity by enhancing road links with West Bengal and improving access to Jharkhand through the national highway network, facilitating smoother movement of passengers and freight across eastern India.
The four-laning project will also address several longstanding traffic bottlenecks on the existing two-lane corridor, including congestion, sharp curves and inadequate road geometry across Khagaria, Bhagalpur, Katihar and Purnea districts.
According to MoRTH, the upgraded highway will strengthen multimodal connectivity by linking five PM Gati Shakti Economic Nodes, including one textile cluster, two mega food parks and two fishing and seafood parks. It will also connect 11 logistics nodes, comprising four major railway stations, one airport, four National Highways and two State Highways, supporting trade, industry and regional economic development.
MoRTH said the project is expected to improve the movement of goods and people, strengthen Bihar’s transport network and provide a significant boost to agriculture, logistics and economic growth across the state’s eastern region.
