SHE-LEAPS: Driving digital empowerment and enterprise growth for rural women

India’s efforts to strengthen women-led rural entrepreneurship have entered a new phase with the launch of SHE-LEAPS, a digital platform designed to support Self-Help Group (SHG) women in building sustainable enterprises, enhancing financial inclusion and accelerating the vision of a digitally empowered rural economy. Developed by the Digital India Corporation and implemented under the LokOS platform, SHE-LEAPS seeks to transform rural livelihoods by providing a unified digital ecosystem for enterprise creation, monitoring and performance tracking.

SHE-LEAPS, which stands for Self-Help Entrepreneur-Livelihoods and Enterprise Application for Prosperity and Sustainability, was launched on June 29, 2026, during the Rashtriya Gramin Vikas Sammelan in New Delhi. The two-day conference, organised under the theme “Gramodaya Se Rashtrodaya”, reviewed the progress of major rural development programmes while charting strategies to advance the government’s vision of Viksit Gram–Viksit Bharat.

The platform has been designed to empower women associated with Self-Help Groups across rural India by supporting livelihood generation, enterprise development and financial inclusion. Covering both farm and non-farm enterprises, SHE-LEAPS aims to strengthen rural entrepreneurship while promoting sustainable economic growth at the grassroots level.

At the core of the initiative is the LokOS digital platform, which serves as a comprehensive system for digitising the functioning of community-based organisations such as Self-Help Groups, Village Organisations and Cluster Level Federations. LokOS captures member records, financial transactions, livelihood activities and convergence initiatives, providing a strong digital foundation for rural development programmes.

Building on this infrastructure, SHE-LEAPS enables real-time capture of enterprise data and tracks the complete livelihood journey of rural entrepreneurs—from creating enterprise profiles to monitoring business performance. By digitising operational information across multiple sectors, the platform strengthens governance, improves planning and enables more informed policy decisions through data-driven monitoring.

The nationwide rollout of SHE-LEAPS will cover 34 States and Union Territories, supporting State Rural Livelihood Missions in strengthening women-led enterprises. By providing real-time visibility into rural economic activities, the platform is expected to improve monitoring at local, state and national levels while helping policymakers identify opportunities for targeted interventions and better programme implementation.

The initiative also represents a significant step in advancing the government’s ambitious Lakhpati Didi mission, which seeks to increase the incomes of rural women through entrepreneurship and livelihood development. SHE-LEAPS will provide end-to-end tracking of enterprise performance and income growth, enabling systematic monitoring of beneficiaries as they progress towards becoming Lakhpati Didis.

The government’s commitment to expanding the programme is reflected in its decision to raise the target of the Lakhpati Didi initiative from three crore to six crore women. In addition, plans have been announced to release ₹10 lakh crore over the next five years to support Lakhpati Didis, highlighting the scale of investment being directed towards women’s economic empowerment. Within this broader framework, SHE-LEAPS is expected to serve as a critical digital tool for supporting enterprise expansion and monitoring outcomes across the country.

By integrating digital infrastructure with entrepreneurship and financial inclusion, SHE-LEAPS represents a major milestone in India’s rural digital transformation. The platform seeks to provide women entrepreneurs with the tools needed to build resilient businesses while enabling governments to monitor enterprise growth through real-time data. As implementation expands nationwide, SHE-LEAPS is poised to play a central role in strengthening women-led enterprises, promoting sustainable livelihoods and supporting inclusive rural development across India.
