The government has expanded citizen-centric digital public service delivery through platforms such as UMANG and DigiLocker, with thousands of central and state government services and documents now available online, Union Minister for Electronics and Information Technology Ashwini Vaishnaw said in the Rajya Sabha.
The government launched the Digital India programme in July 2015 with the objective of expanding digital access and empowering citizens through technology. Since then, several initiatives have been undertaken to facilitate seamless and citizen-centric delivery of government services.
As of July 31, around 2,575 services were available on the UMANG (Unified Mobile Application for New-age Governance) platform, including 880 Central Government and 1,695 State Government services.
DigiLocker, meanwhile, offered 5,437 document types and services, comprising 661 Central Government and 4,776 State Government offerings, according to the data shared by the government.
UMANG has more than 11.66 crore registered users and recorded around 798 crore transactions over the last three years. DigiLocker has more than 72.43 crore registered users and recorded approximately 72.86 crore document access transactions during the same period.
The government has also expanded the network of Common Service Centres (CSCs) to improve digital access in rural and remote areas. As of June 30, 4,07,122 CSCs were functional at the Gram Panchayat level, of which 70,069 were operated by women Village Level Entrepreneurs.
CSCs provide a range of citizen-centric services, including government, banking, financial, insurance, pension and utility payment services.
Both UMANG and DigiLocker are accessible through mobile applications and web portals, allowing citizens to access government services and documents remotely.
The platforms are integrated with key components of the Digital Public Infrastructure, including Aadhaar, eSign and API Setu, enabling paperless and seamless service delivery.
They also provide secure authentication, digital document verification and consent-based sharing, helping reduce physical visits to government offices and dependence on paper-based processes.
The government is promoting digital literacy through initiatives such as the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) and conducting awareness campaigns to encourage citizens to use digital platforms.
UMANG and DigiLocker also offer services in multiple Indian languages and are being continuously upgraded to improve accessibility and user experience. Government departments and state governments are regularly being onboarded to expand the range of citizen-centric services and digital documents available on the platforms.
The statement was made by Vaishnaw in the Rajya Sabha on August 7, 2026.
