The Government of India and the Asian Development Bank (ADB) on Friday signed a $230 million loan agreement to modernise and expand Chennai’s water supply and sanitation infrastructure.
The Chennai Climate-Resilient Water Security and Sewerage Project aims to improve access to safe and reliable water and sanitation services while strengthening the city’s resilience to climate change.
The project is also expected to improve public health and quality of life and support a more efficient and financially sustainable urban water system.
The loan documents were signed by Saurabh Singh, Deputy Secretary in the Department of Economic Affairs (DEA), Ministry of Finance, on behalf of the Government of India, and Mio Oka, Country Director, India Resident Mission, on behalf of ADB.
The project is in line with the government’s flagship urban development initiatives, including the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and the Urban Challenge Fund.
What will the project do?
The project will construct more than 170 km of new water supply and sewer pipes and upgrade seven water pumping stations and 38 sewer pumping stations.
It will also strengthen water utility assets and improve operations management through performance-based contracts.
One of the key features will be the introduction of a comprehensive ring-main water supply system. Chennai will become the first Indian city to implement this closed-loop plumbing system, which is designed to maintain balanced water pressure and distribute water more efficiently across service areas.
The system is expected to improve the reliability and equitable distribution of water while making the city’s supply network more resilient to natural hazards.
How will technology improve water services?
The project will also focus on the digital transformation of Chennai’s water and sanitation services.
Real-time monitoring and data-driven decision-making will be introduced to help utilities respond more quickly to operational problems and improve customer services.
Advanced technologies will also be deployed to reduce the need for hazardous manual sewer inspections. The project will enable faster and safer detection of blockages, while improving safety for sanitation workers.
Distribution networks in at least two Greater Chennai zones will also be prepared for future investments.

Chennai faces increasing pressure on its urban water infrastructure due to population growth, extreme weather events and the impacts of climate change.
The new project builds on ADB’s earlier investments in the city and seeks to expand access to safe and equitable water and waste management services.
By combining infrastructure upgrades with digital monitoring and improved utility management, the project aims to make Chennai’s water system more reliable, climate-resilient and financially sustainable.
The initiative also reflects the government’s broader push to modernise urban infrastructure and improve the quality of basic services in cities.
