If you have flown into Mumbai or Delhi recently, you have felt it. Twenty-minute holding patterns over Mumbai. Packed gates and aircraft lanes. Four runways in Delhi, yet planes are still waiting just to reach a terminal.
This congestion is coming at a time of record growth. Indian airports handled around 420 million passengers in 2025. At the same time, IndiGo and Air India alone have ordered more than 1,350 new aircraft – roughly 100 new planes joining Indian airlines every year.
The question is no longer just how to get more people to fly. It is: where will these planes land, park, refuel and take off from?
Why Delhi and Mumbai Hit Their Limits
Chhatrapati Shivaji Maharaj International Airport in Mumbai is surrounded by one of India’s densest urban areas. There is virtually no land left to expand. Indira Gandhi International Airport in Delhi has more room, but it too is hitting capacity limits on terminals and airspace.
“You cannot keep squeezing growth out of airports that are already sitting inside crowded cities,” an aviation expert said.
The Solution: A Twin Hub Model
India has taken the same route as other global aviation capitals. London has Heathrow and Gatwick. Tokyo has Haneda and Narita. New York has JFK and Newark.
Now India is building two new mega-airports right next to its busiest hubs: Navi Mumbai International Airport and Noida International Airport at Jewar. The idea is simple – let the new airports handle domestic and cargo traffic, freeing up the old hubs for long-haul international flights.
Navi Mumbai: Built on Swamp, Hills and a River
Navi Mumbai International Airport was an engineering challenge from day one. The site was swampland and mangroves. A 92-metre hill called Ulwe Hill sat exactly where the runway needed to go. Engineers blasted the hill, used the rock to raise the entire area by 7 metres, drained the soft soil, and moved the Ulwe River 8 times wider to prevent monsoon flooding. It took decades to prepare the land.
The result is a terminal designed by Zaha Hadid Architects, shaped like a blooming lotus with a steel roof and column-free interiors. It was named one of the world’s most beautiful airports in 2026.
Beyond aesthetics, the airport is digital-first. It uses 5G and IoT to track baggage carts, fuel trucks and ground vehicles in real time to cut turnaround time. International freighter services began in August 2026, positioning it as Western India’s main cargo node.Connectivity was key. The 21.8 km Atal Setu sea bridge connects it to South Mumbai in under 50 minutes. Metro lines are linked, and water taxis across the Arabian Sea are planned.
Phase 1 capacity: 20 million passengers. Planned capacity: 90 million.
Noida: India’s First Net-Zero Airport and Cargo Hub
At Jewar in Uttar Pradesh, the challenge was different. Noida International Airport was built on a greenfield site, allowing planners to design from scratch. It is being positioned as India’s first net-zero airport, with on-site solar power, electric ground vehicles, rainwater harvesting and wastewater recycling.
The design blends Swiss operational efficiency with UP haveli-style courtyards. For passengers, it is built around DigiYatra – facial recognition at entry, security and boarding for paperless, shorter queues. A smart system also monitors crowds to prevent terminal jams.
But its biggest role may be cargo. Western UP’s industrial belt – Agra, Meerut, Noida, Ghaziabad – is home to pharma, electronics and exporters.
Earlier, goods had to travel into Delhi first. Noida airport changes that with an 80-acre automated Cargo Village with temperature-controlled zones and direct trucking corridors from factory to tarmac.
Connectivity includes the Yamuna Expressway, an upcoming metro extension, and provision for a high-speed rail station inside the terminal.
Phase 1 capacity: 12 million passengers. Planned capacity: 70+ million across 6 runways.
How The Twin System Will Work
Low-cost carriers like IndiGo and Akasa are expected to shift much of their domestic operations to Noida and Navi Mumbai. That frees slots at Delhi and Mumbai for long-haul flights.
It also changes catchment areas. Passengers from Meerut, Mathura and Agra can fly from Noida instead of driving to Delhi. Those from Pune, Nashik and Thane can use Navi Mumbai.The hubs will also feed the UDAN scheme, connecting Tier-2 and Tier-3 cities directly without routing through central Delhi or Mumbai.
Bigger Goal: Stop Losing Transfer Traffic
For years, Indians flying to Europe or North America connected through Dubai or Doha because India lacked hub capacity. With two new mega-hubs, airlines can build networks within India.
The airports will also host MRO facilities – Maintenance, Repair and Overhaul – so planes can be serviced locally instead of abroad, lowering costs and creating new economic zones.
Land around Jewar is already seeing investment in semiconductors and manufacturing. Around Navi Mumbai and Panvel, commercial and warehousing hubs are coming up.
Built As Needed
Both airports follow a “build as needed” model. The next phase begins when capacity hits 80%. Noida starts at 12 million and scales to 70+ million. Navi Mumbai starts at 20 million and scales to 90 million.
With new roads, expressways, metro, rail and cargo corridors, the goal is clear: not just add capacity, but make travel easier, move goods faster, and connect India to the world.
