Union Minister for Environment, Forest and Climate Change Bhupender Yadav on Wednesday launched the Guidelines for implementation of the National Coastal Mission (NCM 2.0) in New Delhi. The Central Sector Scheme was approved with an outlay of ₹767 crore for implementation till 2030-31 across nine coastal States and four Union Territories.
The Mission aims to strengthen the resilience and sustainability of India’s coastal regions while unlocking the potential of the country’s Blue Economy. It will be implemented through active participation and collaboration with coastal States and Union Territories and other stakeholders, the Ministry of Environment, Forest and Climate Change said in a press release.
Launching the Guidelines, Yadav said NCM 2.0 will strengthen coastal resilience through vulnerability assessments, ecosystem restoration, pollution management, biodiversity conservation, sustainable tourism, spatial planning, research and capacity building. The Mission will also promote ease of doing business through a clear and streamlined implementation framework.
The Minister said the Guidelines provide an enabling framework for the effective, transparent and timely implementation of NCM 2.0, while ensuring convergence with ongoing government schemes. A whole-of-government approach, streamlined processes, clearly defined institutional responsibilities and strengthened monitoring and accountability will facilitate coordinated implementation between the Centre and coastal States and UTs.

He said Prime Minister Narendra Modi has consistently highlighted the Blue Chakra in the Indian National Flag as symbolising India’s immense Blue Economy potential. He said, guided by the Prime Minister’s vision, NCM 2.0 will promote the sustainable development of India’s coastal regions and contribute to the vision of Viksit Bharat @2047.
