India’s shift to electric mobility a strategic imperative for Viksit Bharat: Rajiv Gauba

NITI Aayog has launched the second edition of the India Electric Mobility Index (IEMI), with Rajiv Gauba describing the transition to electric mobility as an economic, environmental and strategic imperative for achieving the Viksit Bharat 2047 vision.

Addressing a NITI Aayog workshop on State EV policies, Gauba highlighted the rapid global shift towards electric vehicles. He noted that in 2025, electric cars accounted for around one-tenth of new car sales in the United States, more than a quarter in the European Union and over half in China.

Gauba said India’s dependence on imported crude oil, which currently stands at nearly 89 per cent of its requirements, makes the transition to electric mobility strategically important, particularly as vehicle ownership is expected to rise.

He also underlined the importance of the automobile sector to the Indian economy, noting that it contributes around 7.1 per cent of GDP and supports nearly 1.9 crore jobs. He further highlighted the public health impact of vehicular emissions in major cities.

The government has extended support of more than ₹92,000 crore for electric mobility through initiatives including FAME, PM E-DRIVE and PM E-bus Sewa, along with production-linked incentive schemes for automobiles and auto components and advanced chemistry cell battery storage.

The electric vehicle charging ecosystem is also expanding, with oil marketing companies and private players developing charging infrastructure. The newly launched Unified Bharat e-Charge app is expected to improve access to charging facilities for EV users.

According to NITI Aayog, 29 of India’s 36 States and Union Territories have notified EV policies. The IEMI scores have also shown broad-based improvement, with the highest State score increasing from 77 to 84 and the median score rising from 36 to 40 over the past year.

The India Electric Mobility Index provides a data-driven framework for States to monitor progress and formulate evidence-based electric mobility policies.

Gauba said differences in the approaches adopted by States, based on their industrial base, fiscal capacity and geography, could help facilitate mutual learning.

He urged States to focus on electrifying public transport in select cities, ensuring reliable and well-distributed charging infrastructure, and promoting investment in research and innovation.

The workshop brought together stakeholders to discuss State-level EV policies and ways to accelerate the adoption of electric mobility across the country.
