Union Minister for Rural Development Shivraj Singh Chouhan on Thursday launched the Operational Guidelines for Digital India Land Records Modernisation Programme (DILRMP) 3.0, a new phase aimed at creating an integrated, GIS-based digital land records ecosystem and improving access to land-related services for citizens.
The guidelines were launched during a hybrid event at Krishi Bhawan, bringing together State Revenue and Registration Ministers, Principal Secretaries and senior officials from across the country.
The Central Sector Scheme, approved with an outlay of ₹565.50 crore for 2026–2031, seeks to move beyond the digitisation of individual land records towards an integrated digital infrastructure connecting land records, cadastral maps, property registrations and other related information.
From digitisation to an integrated Land Stack
Chouhan said DILRMP 3.0 would be a decisive step towards improving the ease of living for farmers, rural citizens and property owners.
“Land is not just a piece of soil; it is the pride of our farmers, the blessing of our ancestors, and the identity of future generations,” he said, stressing the importance of accurate and accessible land documentation.
Under earlier phases of DILRMP, 99.90% of Records of Rights (RoRs) and 97% of cadastral maps have been digitised, while 99% of Sub-Registrar Offices (SROs) have been computerised.
DILRMP 3.0 will build on this progress by developing a GIS-enabled ‘Land Stack’. States will integrate georeferenced cadastral maps, RoRs, property registrations and relevant court matters through APIs. State-level Land Stacks will subsequently form the building blocks of a federated National Land Stack, enabling interoperability and information exchange while retaining data ownership and control with the respective authorities.
14-digit Bhu-Aadhaar for every land parcel
A key component of the programme is Bhu-Aadhaar or Unique Land Parcel Identification Number (ULPIN), under which every land parcel will receive a 14-digit unique identifier.
The system is intended to establish an unambiguous identity for properties, improve verification and help prevent land-related fraud.
The programme will also focus on systematically scanning and digitally archiving legacy land and property registration records, helping preserve inheritance rights and reduce disputes involving ancestral properties.
A secure Registration Repository will provide access to registered deeds and encumbrance information to facilitate ownership verification, transaction history and property due diligence.
SROs to become Registration Seva Kendras
Under DILRMP 3.0, 75 high-footfall Sub-Registrar Offices will be upgraded into modern Registration Seva Kendras (RSKs) modelled on Passport Seva Kendras.
The centres will feature improved citizen amenities and digital queue management systems.
The programme will also modernise the Revenue Court Case Management System (RCCMS) by linking it directly with land records, with the aim of reducing case pendency and speeding up mutation settlements.
For urban areas, the NAKSHA pilot will be accelerated to create accurate GIS-based urban land records and facilitate the issuance of Urban Property Cards (UrPro Cards).
100% central funding and real-time monitoring
DILRMP 3.0 will be implemented across all States and Union Territories with 100% central funding through a phased, performance-linked mechanism using the Public Financial Management System (PFMS).
Progress will be monitored in real time through an upgraded DILRMP-MIS dashboard under the oversight of the Project Sanctioning & Monitoring Committee.
Minister of State for Rural Development Chandra Sekhar Pemmasani said the programme would address legacy challenges through greater spatial accuracy, georeferencing and seamless interoperability across departments.
Secretary, Department of Land Resources, Narendra Bhooshan, described DILRMP 3.0 as a move towards building an integrated Digital Public Infrastructure for land administration, while Joint Secretary (Land Records) Parikipandla Narahari outlined its technical architecture and key components.
