India will host the 61st Meeting of the International Committee of Legal Metrology (CIML) for the first time in New Delhi from October 26 to 28, 2026, bringing together more than 100 international delegates and experts to discuss global measurement standards, fair trade and consumer protection.

The three-day meeting is being organised by the Department of Consumer Affairs in collaboration with the International Organization of Legal Metrology (OIML).

Representatives from OIML member states, corresponding member states and international organisations are expected to participate in discussions on harmonising measurement standards, digital transformation, technological advancements and international cooperation.

An international seminar on “Evolutions in Legal Metrology” will be held on October 26, focusing on the modernisation of legal metrology systems. Discussions will cover digitalisation of regulatory services, international recognition of measuring instruments, e-learning tools and innovative approaches to regulatory administration.

An OIML Strategy Workshop will follow on October 27, providing a platform for participating countries and experts to deliberate on the organisation’s future priorities, emerging technological challenges and evolving regulatory requirements.

During the meeting, CIML members will discuss the development and revision of international recommendations, technical activities, the OIML Certification System (OIML-CS), capacity building and international cooperation.

The event is expected to facilitate the exchange of technical expertise and best practices among participating countries, supporting efforts to strengthen measurement systems and promote internationally recognised standards.

The previous CIML meeting was held in Paris, France, on October 13 and 15, 2025, with participation from 55 member states, 12 corresponding members and five organisations in liaison.

Key outcomes of the 60th meeting included the approval of technical publications relating to automated refractometers, weights and traffic speed meters, alongside discussions on certification systems, digitalisation and international cooperation.

The upcoming meeting will provide India an opportunity to showcase reforms undertaken by the Department of Consumer Affairs to modernise the legal metrology framework, simplify compliance procedures, promote trust-based regulation and improve the ease of doing business while strengthening consumer protection.

Delegates from countries including France, Germany, the United Kingdom, Japan, China, Australia, Switzerland, the United States, South Africa and Brazil are expected to attend.

According to the department, greater harmonisation of measurement requirements could benefit Indian manufacturers by improving awareness of international standards, conformity assessment procedures and certification requirements.

The OIML Certification System can also support manufacturers in accessing international markets by facilitating recognition of measuring instruments and reducing duplication in testing and certification, where applicable.

For consumers, accurate and reliable measurements are essential to ensuring fair transactions, correct quantity declarations and greater confidence in goods and services.

The meeting will also provide an opportunity for India to share its experience in regulatory reforms and digitalisation while contributing to global discussions on modern legal metrology systems.

Established in 1955, the OIML is an intergovernmental organisation that promotes the international harmonisation of legal metrology procedures and develops recommendations and standards for measuring instruments used in trade, industry, healthcare, safety and environmental protection.

The CIML serves as the organisation’s principal decision-making body, overseeing its technical and administrative activities. Its annual meeting provides a platform for discussions on policy, technical developments and international cooperation.

Hosting the meeting is expected to strengthen India’s engagement in global measurement standardisation and support its broader objectives of promoting fair trade, technological innovation, consumer confidence and the Viksit Bharat 2047 vision.
