Official Portal Launched to Gather Inputs on Demographic Changes, Abnormal Settlement Patterns

An official web portal to gather inputs on unnatural demographic changes, their underlying causes, and abnormal settlement patterns was launched in New Delhi on Wednesday by Justice Prakash Prabhakar Naolekar (Retd.), Chairman of the High-Level Committee on Demographic Changes (HLCDC).

The inputs will help the Committee analyse demographic shifts and recommend a permanent mechanism for the legal, fair, and time-bound identification, detention, and deportation of illegal immigrants residing in the country.

The portal, available at https://demography.mha.gov.in/, is fully operational and open for submissions from Central Government ministries and departments, State and Union Territory governments, non-governmental organisations (NGOs), institutions, as well as individuals, according to a press release issued by the Ministry of Home Affairs.

Committee Constituted to Examine Demographic Changes

The Ministry of Home Affairs (MHA) constituted the High-Level Committee on Demographic Changes on May 26, 2026, to examine challenges arising from demographic changes, including those linked to illegal immigration, and recommend appropriate policy and institutional measures.

The Committee has been tasked with examining demographic changes, including those linked to illegal immigration, and studying their underlying causes, such as variations in fertility, cross-border movement, economic opportunities and socio-environmental factors.

Its mandate also includes identifying abnormal settlement patterns and planned migration, analysing structural population changes across religious and social communities, and recommending a permanent mechanism for the legal, fair and time-bound identification, detention and deportation of illegal immigrants.

The Committee will also propose measures to strengthen border management, population stabilisation and identification systems, enhance coordination between the Centre and States, and develop a comprehensive policy framework to address demographic challenges.
