The Ministry of Rural Development has notified the Grievance Redressal Rules, 2026, under the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin), or VB-G RAM G, requiring enquiries into complaints to be completed within seven working days and grievances to be resolved within 15 days of receipt.
The rules establish a multi-tier mechanism at the Gram Panchayat, Block and District levels, supported by a designated digital platform for registration, tracking and escalation of unresolved complaints.
State governments will establish the mechanism and designate Grievance Redressal Officers responsible for receiving, registering, enquiring into and disposing of complaints. The District Programme Coordinator will oversee grievance redressal at the district level.
Any person can submit a grievance concerning the implementation of the scheme in person, through speed post with proof of delivery, through the digital platform designated by the Central government, or through telephone, designated helplines and other modes approved by the state government.
No grievance can be refused registration because of its format, language, manner of submission or procedural deficiencies, the ministry said.
Complaints received physically must be entered on the digital platform on the day of receipt or, where that is not feasible, by the next working day. Complainants will receive an acknowledgement containing the registration number, date of receipt and designation of the receiving authority.
Acknowledgements will be issued electronically for digital submissions and physically for complaints received in physical form.
The designated officer must examine every registered grievance and conduct the necessary enquiry, including seeking records, documents, reports or electronic data from the authorities concerned. Where necessary, complainants will be given a reasonable opportunity to be heard in person or electronically before disposal of their grievance.
After completing the enquiry within seven working days, the officer must record the findings and take, or arrange for, appropriate corrective or remedial action. The grievance must be resolved within 15 days of receipt.
Findings and action taken will be recorded on the digital platform and communicated to the complainant. Those who submit physical complaints will also receive the outcome in physical form.
Grievances unresolved after 15 days will be escalated to the next higher level within the state’s redressal mechanism and remain under electronic monitoring until resolution.
The rules also allow appeals against orders passed under the mechanism, with filing and disposal governed by Schedule I to the VB-G RAM G Act, 2025.
The Ministry said the framework aims to improve accessibility, transparency and administrative accountability while ensuring timely attention to concerns relating to the scheme’s implementation.
