PM Modi to launch youth-focused initiatives worth over Rs.62,000 crore on Saturday

Prime Minister Narendra Modi will unveil a series of youth-focused initiatives worth more than ₹62,000 crore in New Delhi on Saturday. The programme, designed to give a major push to education, skilling, and entrepreneurship, will also feature the fourth edition of the National Skill Convocation, Kaushal Deekshant Samaroh, where 46 All India Toppers from Industrial Training Institutes will be felicitated.

A key highlight of the event will be the launch of PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs). With an investment of ₹60,000 crore, the centrally sponsored scheme will modernize 1,000 government ITIs across the country under a hub-and-spoke model. The upgraded clusters, to be managed by anchor industry partners, will offer advanced infrastructure, modern trades, incubation facilities, and placement support. The initiative, supported by global co-financing from the World Bank and Asian Development Bank, will reshape India’s skilling ecosystem by creating government-owned but industry-managed ITIs. In its first phase, special focus will be placed on centres in Patna and Darbhanga.

The Prime Minister will also inaugurate 1,200 vocational skill labs established in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 States and Union Territories. These labs, aligned with the National Education Policy 2020, will provide training in 12 high-demand sectors, from IT and agriculture to logistics and tourism, ensuring early exposure to employability skills.

A major thrust of the programme will be in Bihar, where several transformative projects are being launched. The Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana has been revamped to provide five lakh graduate youth a monthly allowance of ₹1,000 for two years along with free skill training. The redesigned Bihar Student Credit Card Scheme will offer interest-free education loans of up to ₹4 lakh, easing the path to higher education. In addition, the Bihar Yuva Ayog, a statutory commission for people aged 18 to 45, will be formally inaugurated to empower the state’s youth.

PM will also inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar, envisioned as a centre for industry-oriented and vocational education. As part of the higher education expansion under the PM-Usha (Pradhan Mantri Uchchatar Shiksha Abhiyan), he will lay the foundation stone for new academic and research facilities at four universities in the State — Patna University, Bhupendra Narayan Mandal University in Madhepura, Jai Prakash Vishwavidyalaya in Chapra, and Nalanda Open University in Patna. With a combined allocation of ₹160 crore, these projects are expected to benefit more than 27,000 students.

Additionally, PM Modi will dedicate the Bihta campus of NIT Patna to the nation. The campus, with a capacity to accommodate 6,500 students, includes advanced facilities such as a 5G use-case lab, a regional academic centre for space in collaboration with ISRO, and an incubation hub that has already supported several start-ups.

The event will also witness the distribution of appointment letters to more than 4,000 newly recruited candidates in Bihar and the release of ₹450 crore in scholarships through direct benefit transfer to 25 lakh students of Classes 9 and 10 under the State’s Balak/Balika Scholarship Scheme.
