In a reform aligned with the vision of Digital India and the goal of achieving Viksit Bharat by 2047, the Department of Fertilizers has launched a fully digital and integrated fertiliser subsidy claim process. Union Minister for Health & Family Welfare and Chemicals & Fertilizers Jagat Prakash Nadda inaugurated the new e-Bill system at Kartavya Bhawan in New Delhi, marking a major step towards technology-driven governance and financial transparency.
The new digital platform will enable the government to process fertiliser subsidy claims amounting to nearly ₹2 lakh crore annually through an end-to-end online system. Describing the initiative as a significant reform, Nadda said the integrated claim process would play a crucial role in strengthening transparent, efficient and accountable governance, while supporting the broader national objective of building a developed India.
Department of Fertilizers Secretary Rajat Kumar Mishra said the launch represents a major milestone in modernising the Department’s financial operations. The e-Bill system replaces manual, paper-based procedures with a completely digital, system-to-system workflow, eliminating the physical movement of bills and significantly improving processing efficiency.
The platform is the result of a technological integration between the Department of Fertilizers’ Integrated Financial Management System (iFMS) and the Public Financial Management System (PFMS) of the Controller General of Accounts (CGA), Ministry of Finance. Controller of Accounts Santosh Kumar said the integration creates a centralised and tamper-proof digital audit trail for all transactions, enhancing transparency, accountability and ease of monitoring.
Senior officials will now have real-time visibility into expenditure patterns, enabling stronger financial control and more effective audits. The seamless data exchange between departmental systems and PFMS also removes duplication of data entry, reduces manual errors and improves accuracy.
Joint Secretary (Finance & Accounts) Manoj Sethi said the system enables end-to-end digital bill processing, which will significantly speed up payment timelines, including the timely release of weekly fertiliser subsidy payments. Fertiliser companies will be able to submit subsidy claims online and track their payment status in real time, eliminating the need for physical visits and manual follow-ups.
The platform also enforces a standardised electronic workflow, such as first-in-first-out processing of bills, ensuring consistency, fairness and compliance with financial rules. By reducing IT silos and simplifying system maintenance, the integrated system provides a comprehensive, real-time financial information base to support informed decision-making, policy formulation and efficient budget management.
Senior Technical Director, NIC, Aseem Gupta, highlighted the system’s technical architecture and seamless design. The NIC team, including Joint Director Ashutosh Tiwari and Developer Harekrishna Tiwari, played a key role in implementing and demonstrating the platform, with their efforts receiving wide appreciation.
The event was attended by Additional Secretaries Aneeta C. Meshram and Aparna Sharma, Joint Secretaries K.K. Pathak and Anurag Rohatagi, Director Laboni Das Datta, and other senior officials.
With robust built-in controls, real-time validation of payments and comprehensive audit logging, the integrated e-Bill system significantly strengthens financial governance and reduces the risk of misuse or fraud. The reform underscores the government’s commitment to a transparent, efficient and fully digital fertiliser subsidy ecosystem.
