The year 2025 stands out as a pivotal chapter for the Ministry of Home Affairs, marking substantial progress toward Prime Minister Narendra Modi’s goal of a Safe, Secure, and Viksit Bharat. Led by Union Home Minister and Minister of Cooperation Amit Shah, the ministry achieved breakthrough results in curbing Left-Wing Extremism, terrorism, narcotics networks, and cyber threats, while successfully implementing new criminal laws, fortifying borders, enhancing disaster response, and promoting lasting peace through development and cultural integration.
Decisive Blows to Left-Wing Extremism
The campaign to make India Naxal-free by March 31, 2026, delivered extraordinary outcomes in 2025. Security forces neutralised 312 LWE cadres—the highest annual tally ever—shrinking the number of most-affected districts to three and affected districts to eleven. Landmark operations included the largest anti-Naxal action eliminating 31 cadres at Karreguttalu Hills along the Chhattisgarh-Telangana border, followed by raising the national flag there; Operation Black Forest in Narayanpur, which killed CPI-Maoist General Secretary Nambala Keshav Rao alias Basavaraju—the first neutralisation of such a senior leader in three decades—leading to 54 arrests and 84 surrenders across states; elimination of high-bounty figures like Sahdev Soren alias Parvesh (Rs 1 crore reward), Raghunath Hembram alias Chanchal, Birsen Ganjhu alias Ramkhelawan, Kadari Satyanarayana Reddy, and Katta Ramchandra Reddy; recovery of large caches of automatic weapons in Sukma yielding 16 neutralisations; and complete eradication of Naxalism from the Bokaro region in northern Jharkhand.
Surrenders gained momentum, with 258 Naxalites—including ten senior operatives such as CCM Satish alias T. Vasudeo Rao (Rs 1 crore reward)—surrendering automatic weapons like AK-47s, INSAS, SLRs, and .303 rifles in Chhattisgarh and Maharashtra, alongside another 50 in Bijapur. Shah chaired key review meetings in Raipur and inter-state coordination involving Chhattisgarh, Andhra Pradesh, Telangana, Madhya Pradesh, Maharashtra, Jharkhand, and Odisha; visited injured personnel at AIIMS Delhi; and felicitated CRPF, Chhattisgarh Police, DRG, and Cobra teams. Cultural revival in Bastar through Pandum (aimed at global recognition), the 75-day Bastar Dussehra (world’s largest cultural festival), and Bastar Olympics closing ceremony reflected the shift from terror to progress, with Shah envisioning a Naxal-free Bastar Olympics in 2026 and the division becoming India’s most developed tribal region within five years.
Fortified National Security and Counter-Terrorism
The ministry unveiled a new Multi-Agency Centre in New Delhi to enable seamless inter-agency responses to terrorism, extremism, organised crime, and cyber threats. The BHARATPOL portal integrated India with INTERPOL’s 19 databases across 195 countries for combating drugs, weapons, and human trafficking. Operation Sindoor exemplified resolute political will, precise intelligence, and military precision, destroying terror camps and crippling Pakistan’s capabilities. Operations Sindoor and Mahadev eliminated all three perpetrators of the Pahalgam attack—Suleman alias Faizal Jatt, Hamza Afghani, and Zibran.
Shah addressed Parliament on these operations, the 8th National Security Strategies Conference, the 60th DGsP/IGsP Conference in Raipur, the Anti-Terror Conference-2025, and the Modus Operandi Bureau, emphasising zero tolerance, technological superiority, and proactive measures. NIA secured a global-leading 95% conviction rate. High-level reviews covered J&K security, Delhi incidents, and fugitive criminals, prioritising ruthless extradition and deportation.
Peace Consolidation in Jammu & Kashmir and Ladakh
Shah declared Kashmir an eternal part of India while launching the book Jammu Kashmir & Ladakh Through The Ages: A Visual Narrative of Continuities and Linkages. The Watan Ko Jano initiative brought 250 J&K youth to engage with national diversity. Twelve Hurriyat-linked organisations renounced separatism and pledged faith in the Constitution. Government jobs were allotted to families affected by the Poonch cross-border attack.
Cyber and Forensic Resilience
A four-pronged strategy—Convergence, Coordination, Communication, and Capacity—combated cybercrimes, advocating ‘Stop-Think-Take Action’ awareness. The e-Zero FIR pilot in Delhi automatically registered cyber financial frauds above Rs 10 lakh. Forensic summits and new NFSU/CFSL campuses in Raipur and Kolkata advanced evidence-based investigations.
New Criminal Laws Milestone
The first anniversary was hailed as a “Golden Year of Trust in the Justice System,” delivering affordable, accessible, time-bound, and transparent justice. Shah conducted detailed implementation reviews with chief ministers and lieutenant governors of Gujarat, Madhya Pradesh, Uttar Pradesh, J&K, Maharashtra, North-Eastern states, Goa, Chhattisgarh, Andhra Pradesh, Puducherry, and Delhi.
Comprehensive Anti-Narcotics Offensive
A ruthless whole-of-government strategy dismantled narco-terror networks. Seizures encompassed 300 kg narcotics worth Rs 1,800 crore near maritime borders; Rs 547 crore cartel across four states with 15 arrests; 328 kg methamphetamine worth Rs 262 crore in Delhi under Operation Crystal Fortress; 11.54 kg high-quality cocaine and 4.9 kg hydroponic ganja in Mumbai; and a global cartel bust with eight arrests across four continents. NCB destroyed 1.37 lakh kg of drugs valued at Rs 4,800 crore. Regional and national ANTF conferences targeted clandestine labs and kingpins, yielding convictions in 12 cases.
Border Security and Vibrant Villages
The Immigration and Foreigners Bill 2025 established transparent, tech-driven, time-bound, and trustworthy processes. A revamped OCI portal catered to over five million cardholders. Fast Track Immigration rolled out at Lucknow, Thiruvananthapuram, Trichy, Kozhikode, and Amritsar airports. Vibrant Villages Programme-2, sanctioned with Rs 6,839 crore, boosted infrastructure, culture, and tourism. Shah reviewed border states post-Operation Sindoor and engaged with villagers visiting for Republic Day.
Disaster Management Excellence
Proactive policies achieved near-zero casualties. A High-Level Committee approved Rs 4,645.60 crore, including Rs 692.05 crore for Assam wetland rejuvenation and Rs 2,444.42 crore for Urban Flood Risk Management Phase-2 for 11 cities. Central assistance reached Rs 15,554 crore under SDRF to 27 states and Rs 2,267.44 crore under NDRF to 15 states, with record deployment of 199 NDRF teams across 30 states/UTs during monsoon. Rs 2,006.40 crore was allocated for Himachal Pradesh recovery.
CAPF Recognition and Modernisation
Retiring personnel below officer rank were conferred honorary higher ranks to enhance morale. CRPF established over 400 Forward Operating Bases in the last five years, contributing to 70% violence reduction. BSF destroyed over 118 Pakistani posts during Operation Sindoor. CISF Regional Training Centre in Tamil Nadu was named after Rajaditya Chola.
In the Northeast, violent incidents fell by 70% and civilian casualties by 85%, while Bodoland shifted from unrest to focus on education and industry. A longstanding demand was fulfilled with the transfer of Assam Rifles battalion land to the Mizoram government. Looking ahead, Census 2027 will be conducted in two phases, including caste enumeration, with the reference date set as March 1, 2027 (October 1, 2026, for snow-bound areas), ensuring a comprehensive approach to social justice and development planning.
The Bharatiya Bhasha Anubhag was launched to create a structured platform celebrating India’s linguistic diversity, while Hindi Diwas events highlighted the language’s crucial role in science, technology, the judiciary, and policing. At the same time, cooperative federalism strengthened through Zonal Councils, which have resolved 83% of their agenda items since 2014, with the Western, Central, and Eastern councils emerging as key drivers of inter-state coordination and development.
Additional Landmark Initiatives
A constitutional amendment barred jailed leaders from holding office. Island Development Agency prioritised 100% solar panels in Andaman-Nicobar and Lakshadweep. Delhi reviews addressed law-and-order, infiltrator deportation, Yamuna cleaning, and sewage SOPs. Vande Mataram’s 150th anniversary was discussed as an inspiring mantra for Viksit Bharat@2047. SIR electoral reforms purified voter lists. India won hosting rights for the 2029 World Police and Fire Games. Sardar Patel’s 150th birth anniversary will feature a grand parade in Ekta Nagar on October 31.
The accomplishments of 2025 reflect the ministry’s unwavering dedication to justice, security, and prosperity, laying a robust foundation for India’s ascent by 2047.
