Jitendra Singh calls for reinventing administrative training institutes to build future-ready governance

Union Minister Dr. Jitendra Singh on Friday called for a major transformation of Administrative Training Institutes (ATIs) and governance institutions across the country, urging them to move away from “stereotype models” and evolve into modern, technology-driven centres of governance and capacity building.

Addressing the concluding session of the National Departmental Summit on “Institutionalising Capacity Building: From Training to Performance-Linked Governance” through virtual mode, the Minister said governance institutions must break silos, encourage free thinking and adopt integrated approaches to remain relevant in a rapidly changing administrative environment.

Singh said Mission Karmayogi is entering its next phase with a stronger focus on institutional capacity building, competency-based governance and Artificial Intelligence-enabled public service delivery.

He stressed that governance reforms today require transparency, adherence to timelines, simplified procedures and optimum use of technology combined with human sensitivity.

Highlighting recent governance reforms, the Minister noted that annual grievances received on the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) have risen from nearly 2 lakh in 2014 to over 25-30 lakh at present, which he said reflects increasing public trust due to improved responsiveness and accountability.

He also pointed to the success of Digital Life Certificates, stating that nearly 10-11 crore certificates have been generated, enabling pensioners to complete verification processes digitally without visiting offices physically.

The summit brought together senior officials from the Department of Personnel and Training (DoPT), Capacity Building Commission, Karmayogi Bharat, State Governments, Union Territories and Administrative Training Institutes from across the country.

Discussions during the summit focused on transforming ATIs from conventional training centres into digitally integrated and outcome-oriented governance hubs aligned with Mission Karmayogi. Participants emphasised the need for integration of platforms such as iGOT, Unnati and Human Resource Management Systems (HRMS), along with competency-linked training, AI-enabled learning tools, blended training models and citizen-centric governance practices.

Singh said governance institutions can no longer function in isolation and should collaborate with premier institutions such as IITs, IIMs and other specialised domain institutions to strengthen interdisciplinary learning systems. He added that while Artificial Intelligence will play a key role in governance, technology alone cannot replace ethical conduct, human intelligence and behavioural sensitivity in public service delivery.

The Minister also stressed the importance of innovation, region-specific best practices and collaboration among states and training institutions to strengthen governance delivery mechanisms across the country.

Rachna Shah, Secretary, Department of Personnel and Training, said the summit marked an important step towards institutionalising capacity building as a core governance function aligned with national development priorities. She highlighted the importance of comprehensive capacity-building plans to identify competency gaps and align training systems with future governance needs.

Capacity Building Commission Chairperson Radha Chauhan emphasised the need for seamless integration between iGOT, Unnati and HRMS platforms to create a unified competency-driven governance ecosystem. She also informed that the Commission has initiated a national mentorship framework for institutions and officers under Mission Karmayogi.

The summit concluded with a roadmap focused on integrated governance reforms, performance-linked learning and the development of citizen-centric, future-ready administrative systems aimed at supporting the vision of Viksit Bharat 2047.
