Centre clears nationwide rollout of PM-SETU, approves ₹1,238 crore for ITI clusters in Odisha, Gujarat, Telangana

The Centre on Tuesday approved the nationwide rollout of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) across all 200 identified Industrial Training Institute (ITI) clusters, marking a major expansion of its flagship skill development programme.

The decision was taken at the fourth meeting of the National Steering Committee (NSC), chaired by Secretary, Ministry of Skill Development and Entrepreneurship (MSDE), Debashree Mukherjee.

The committee also approved Strategic Investment Plans (SIPs) worth ₹1,237.58 crore for five ITI clusters in Odisha, Gujarat and Telangana.

According to the Ministry of Skill Development and Entrepreneurship, the transition from the pilot phase to a nationwide rollout will enable states and Union Territories to implement PM-SETU based on industry readiness and institutional capacity.

The committee also approved measures to simplify implementation, strengthen industry participation, encourage greater involvement of public sector undertakings (PSUs), and expand the institutional ecosystem supporting the scheme.

Odisha

In Odisha, Government ITI Barbil has been designated as the hub institute, with Government ITIs at Anandapur, Koira, Karanjia and Barkote serving as spoke institutes. Jindal Naveen Awasar Limited will be the Anchor Industry Partner, with a proposed investment of ₹240.21 crore.

Gujarat

In Gujarat, Government ITI Surat will serve as the hub institute, supported by Government ITIs at Hajira, Bardoli, Sachin and Surat (Mahila). ArcelorMittal Nippon Steel India has been selected as the Anchor Industry Partner, with a proposed investment of ₹240.18 crore.

Telangana

The committee approved three ITI clusters in Telangana.

The first cluster will have Government ITI Old City as the hub, with Government ITIs at Warangal, Nalgonda Boys, Vikarabad Girls and Panjaguda as spoke institutes. Apollo MedSkills Limited will serve as the Anchor Industry Partner with an investment of ₹241.01 crore.

The second cluster will comprise Government ITI Patancheru as the hub, linked to Government ITIs at Shadnagar, Marpally, Nalgonda (New) and Bhongir. Sri Siddharth Infratech & Services (India) Pvt. Ltd. (SSISPL) has been selected as the Anchor Industry Partner, with a proposed investment of ₹275.24 crore.

The third cluster will have Government ITI Sangareddy as the hub, supported by Government ITIs at Hathnoora, Medak, Dubbaka and Yellareddy. Neuland Foundation has been chosen as the Anchor Industry Partner, with a proposed investment of ₹240.94 crore.

PM-SETU, a flagship Centrally Sponsored Scheme approved by the Union Cabinet in 2025, aims to upgrade 1,000 ITIs into state-of-the-art skilling institutions that produce highly employable youth aligned with industry needs.

The scheme has a total outlay of ₹60,000 crore over five years, with the Centre contributing ₹30,000 crore, states ₹20,000 crore and industry ₹10,000 crore.
