Law Ministry concludes Chintan Shivir 2026, unveils ‘Sankalp Patra’ on legal reforms

The Ministry of Law and Justice concluded its two-day ‘Reforms Utsav & Chintan Shivir 2026’ on Sunday, releasing a ‘Sankalp Patra’ outlining its roadmap for legal, legislative and institutional reforms aimed at building a modern, technology-driven and citizen-centric legal ecosystem.

Jointly organised by the Legislative Department and the Department of Legal Affairs at Gyan Sarovar in Mount Abu, Rajasthan, the event was inaugurated on July 4 by Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal. Addressing senior officers and participants, Meghwal said the deliberations should serve as a platform to review the Ministry’s recent achievements, discuss key legal and institutional reforms, and chart a forward-looking roadmap for strengthening India’s legal and legislative framework in line with the vision of Viksit Bharat@2047.

Secretary of the Legislative Department and Department of Legal Affairs Dr Rajiv Mani outlined the Ministry’s vision of creating an efficient, accessible and future-ready legal ecosystem to strengthen good governance. Additional Secretary Dr Manoj Kumar introduced the theme and objectives of the event, which featured brainstorming sessions on legal governance, legislative reforms, digital transformation, artificial intelligence, technology-enabled governance, institutional strengthening and capacity building.

The discussions culminated in a comprehensive vision document containing reform proposals, recommendations for institutional strengthening and actionable implementation measures. During the valedictory session, Dr Rajiv Mani released the ‘Sankalp Patra’, encapsulating the collective resolve of officers from both departments.

In the resolution, the officers pledged to uphold the Constitution, the rule of law and the highest standards of integrity while contributing to the Viksit Bharat@2047 vision. They also committed to making laws and legal processes simpler, clearer, more accessible and citizen-centric, strengthening evidence-based legislative drafting and legal governance, responsibly adopting digital technologies and artificial intelligence, and promoting a culture of innovation, collaboration and continuous learning.

Congratulating the officers on the successful organisation of the event, Meghwal appreciated their active participation and contributions in shaping a forward-looking reform agenda. The Ministry said the Reforms Utsav & Chintan Shivir 2026 reflects its continued focus on innovation, transparency, institutional excellence and collaborative policymaking to strengthen India’s legal and legislative framework.
