Defence Minister Rajnath Singh on Monday called for deeper integration between the military and civilian components of the Ministry of Defence, saying closer synergy is essential to build a robust defence ecosystem capable of addressing evolving security and technological challenges.
Addressing the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day celebrations in New Delhi, the Defence Minister said both the uniformed and civil services are guided by the shared commitment of “Nation First”, adding that when the objective is common, every element of the system contributes to national strength.
He said military and administrative integration cannot progress on separate tracks, particularly as the armed forces move towards greater jointness. According to the Raksha Mantri, integrated defence structures require continuity and expertise across policy, administration, human resource management, financial processes, logistics and institutional knowledge.
Emphasising the importance of closer collaboration, Rajnath Singh advocated greater structured cross-exposure between civilian and military officers through joint training programmes and developmental assignments.
He noted that while military officers bring operational experience, command perspective and knowledge of warfare, civilian officers contribute administrative continuity, policy expertise, understanding of government processes and institutional memory. Combining these strengths, he said, would lead to more informed and effective decision-making.
Highlighting the changing nature of warfare, the Defence Minister cited cyber warfare as an area where AFHQ Civilian Services could make significant contributions by developing defence-specific cyber tools. He also suggested establishing a dedicated forum to study Indian military history from a civilian perspective, encouraging fresh ideas and strategic thinking.
Rajnath Singh urged the AFHQ Civilian Services to evolve into the “strategic brain” of India’s defence management architecture by developing a deeper understanding of defence affairs and continuously upgrading its expertise to address emerging challenges.
He said the cadre should expand its role beyond the implementation of service rules and regulations and actively contribute to strengthening the country’s security architecture through research, geo-strategic analysis and innovative thinking.
Describing the AFHQ Civilian Services as one of the “unseen yet decisive forces” behind the armed forces, the Defense Minister said their active participation in core defence matters is vital, given their permanent role within the Ministry of Defence and their deep institutional knowledge.
During the event, Rajnath Singh launched several digital initiatives of the office of the Joint Secretary and Chief Administrative Officer (JS & CAO), including the Internet-Based Accommodation Management System (IBAMS) portal, integration of eHRMS with the TULIP 2.0 system for claims processing, integration of the CAO’s office with TULIP 2.0 for pay and allowances, and onboarding onto the SPARROW online performance appraisal portal.
The Defence Minister also released the 34th edition of ‘Samvad’ magazine, featuring articles, essays, poems and travelogues written by AFHQ employees. He presented awards to personnel for achievements in sports and honoured children of employees for academic excellence.
