The Telecom Regulatory Authority of India (TRAI) on Thursday launched the Digital Connectivity Rating (DCR) Platform, an integrated digital system aimed at enabling consumers to view the digital connectivity ratings of properties and facilitating the end-to-end rating process.
The platform also includes a mobile application for testing digital connectivity and facilitates implementation of the framework prescribed under the Telecom Regulatory Authority of India (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulation, 2026, notified on May 13, 2026.
It also incorporates the rating process specified in the Rating Manual 2026, issued by TRAI on June 9, 2026.
The DCR Platform provides a public interface through which consumers can view properties rated for digital connectivity. It brings Property Managers (PMs), registered Digital Connectivity Rating Agencies (DCRAs) and consumers onto a common digital interface.
Property Managers can register properties under categories such as public, government, commercial and private, submit rating applications, upload prescribed information and documents, select a registered DCRA and track the status of applications through the platform.
The platform supports the prescribed assessment workflow for both constructed and under-construction properties. Registered DCRAs can access assigned applications, conduct assessments, record observations and test results, manage supporting documents and complete the rating process in accordance with the prescribed framework.
It also enables digital workflows for assessment, report generation, certification and publication of ratings. Consumers and other stakeholders can search for rated properties, view published ratings, verify certificates and compare properties.
Field assessments will be conducted through a dedicated DCRA mobile application, which will allow authorised agencies to carry out in-building digital connectivity measurements in accordance with the prescribed testing methodology. Property information submitted through the web portal and assessment data captured through the mobile application will be synchronised on the platform.
The platform integrates eSign for digital signing and verification of documents and certificates. It also supports online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates and audit logs.
For consumers, the platform provides a public rating search page where properties can be searched by name, certificate ID or location. Users can view digitally signed rating certificates and verify their authenticity through the QR code provided on the certificate.
According to TRAI, making digital connectivity a visible and verifiable attribute of a property will provide consumers with information to consider before making a purchase or lease decision.
Speaking on the occasion, TRAI Chairman Anil Kumar Lahoti said the platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties.
“The Digital Connectivity Rating Platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties. By making ratings publicly searchable and verify the certificates, the platform will empower consumers with credible and comparable information,” Lahoti said.
He said the platform would help consumers make more informed choices about homes and offices with reliable connectivity, supporting calls, downloads and access to online services.
“It will also enable consumers to recognise the value of digital connectivity infrastructure built into a property, while encouraging Property Managers to plan such infrastructure at the appropriate stage of property development,” he added.
