Budget session of Parliament to begin today with President’s address to both Houses

The Budget Session of Parliament is set to commence today with President Droupadi Murmu’s address to a joint sitting of Lok Sabha and Rajya Sabha at 11 am.

On Thursday, Union Finance Minister Nirmala Sitharaman will present the interim budget.

According to the agenda outlined by Lok Sabha and Rajya Sabha, the proceedings of both Houses will commence half an hour after the President’s address.

The Secretary Generals of Rajya Sabha and Lok Sabha are scheduled to lay on the table of their respective Houses a copy of the President’s address.

During the session, Lok Sabha MP TR Baalu will present the seventh report of the Committee of Privileges, while Rajya Sabha MPs Anil Jain and GK Vasan will present the seventy-sixth report of the Committee of Privileges. This report addresses a breach of privilege against 11 members for disrupting House proceedings through slogans and placard displays, violating House rules and showing disregard for the Chair’s authority in the Upper House.

In preparation for the Interim Budget Session, the Central government conducted a meeting on Tuesday under the leadership of Defence Minister Rajnath Singh with floor leaders of political parties.

In his opening address, Union Minister for Parliamentary Affairs Pralhad Joshi stated that the Parliament Session may conclude on February 9, providing 8 sittings over 10 days. He said that the session would primarily focus on financial business related to the Interim Union Budget for the year 2024-25 and discussions on the Motion of Thanks on the President’s Address. However, essential legislative and other business will also be addressed.

Additionally, Joshi informed that discussions and voting on Supplementary Demands for Grants for the Year 2023-24 concerning the Union Government would take place.

The session will include the presentation and discussion on the Interim Budget of the Union Territory of Jammu & Kashmir for 2024-25, along with Supplementary Demands for Grants for the financial year 2023-24 for the Union Territory of Jammu and Kashmir.
