Delhi Cabinet Approves EV Policy 2026 to Boost Electric Mobility, Reduce Vehicular Pollution

The Delhi Cabinet on Monday approved the Delhi Electric Vehicle (EV) Policy 2026, paving the way for a new framework to accelerate electric vehicle adoption and reduce vehicular pollution in the national capital. The policy will now be sent to the Lieutenant Governor for final approval and is proposed to come into effect from July 1, 2026.

Announcing the decision, Chief Minister Rekha Gupta said the policy has been prepared following extensive consultations with stakeholders and has received the Centre’s support. The policy will remain in force until March 31, 2030.

The new EV policy places significant emphasis on replacing older, polluting vehicles with zero-emission alternatives through a combination of purchase subsidies and scrappage incentives. According to the Delhi government, the initiative is expected to attract direct investments of more than ₹7,000 crore over the next four years, while the overall benefits to citizens, including tax exemptions and EV infrastructure development, are estimated to exceed ₹15,000 crore.

Under the policy, owners replacing BS-IV or older two-wheelers with electric vehicles will receive a scrappage incentive of ₹10,000, while owners of three-wheelers will be eligible for ₹25,000. Owners of N1 category commercial trucks will receive up to ₹50,000, and those replacing BS-IV or older four-wheelers with electric cars will be eligible for a scrappage incentive of ₹1 lakh. These incentives will be provided in addition to the purchase subsidies available under the policy.

To encourage EV adoption, the government has also announced a 100 per cent exemption from road tax and registration fees for all pure electric vehicles. For electric cars, the exemption will apply to vehicles with an ex-showroom price of up to ₹30 lakh.

The policy also outlines measures to strengthen charging infrastructure across the city. It targets the installation of 32,000 public EV charging points and proposes phased electrification of commercial vehicles, two-wheelers and institutional fleets as part of efforts to reduce transport-related emissions and improve air quality.

Speaking after the Cabinet meeting, Rekha Gupta said the policy is aimed at making Delhi a clean, sustainable and future-ready city by promoting zero-emission mobility. She also thanked the Union Government for supporting the initiative, stating that tackling air pollution in Delhi requires coordinated efforts across the National Capital Region.
