PM congratulates Harivansh on historic third term as Rajya Sabha Deputy Chairman

Prime Minister Narendra Modi on Friday addressed the Rajya Sabha and congratulated Harivansh Narayan Singh on his election as Deputy Chairman for a historic third consecutive term.

Calling the achievement unprecedented, the Prime Minister said it reflects the trust reposed in him by the House. “Being elected for the third consecutive term is a stamp of approval from the House on his experience, his inclusive approach, and his dignified work style,” he said.

The Prime Minister noted the significance of April 17, which coincides with the birth anniversary of former Prime Minister Chandra Shekhar. He highlighted Shri Harivansh’s close association with Chandra Shekhar and said, “Beginning your third term on Chandra Shekhar Ji’s birth anniversary makes this occasion particularly meaningful.”

Recalling Shri Harivansh’s background in journalism, the Prime Minister praised his commitment to high standards and thoughtful writing. “His writing had sharp edges, but his speech and conduct always remained gentle and courteous,” he remarked.

Highlighting his column series ‘Hamara Sansad Kaisa Ho’, the Prime Minister said it offered deep insights into parliamentary conduct and could serve as a guide for new Members of Parliament. “Perhaps he never knew then that he himself would one day occupy this chair, but his writings covered the subject with remarkable depth,” he added.

The Prime Minister commended Shri Harivansh’s discipline and dedication, noting his consistent presence in the House even when not presiding. “This reflects his deep commitment to his responsibilities and sets an example for all of us,” he said.

Emphasising his outreach efforts, the Prime Minister said Shri Harivansh has conducted over 350 programmes in colleges and universities since 2018, engaging with youth and promoting the vision of a developed India. He also acknowledged his participation in literary events across smaller cities, helping connect with diverse sections of society.

Sharing an anecdote from Shri Harivansh’s visit to the United States in 1994, the Prime Minister said he chose to spend his time studying universities to understand the foundations of development. “He spent his entire discretionary time during that trip studying American universities, reflecting his deep commitment to educational excellence for a developed India,” he said.

The Prime Minister also praised Shri Harivansh’s utilisation of MPLADS funds for long-term projects, including centres focused on endangered languages, earthquake engineering, river studies, innovation, and artificial intelligence in institutions across Bihar. “He has demonstrated how MPLADS funds can be utilised in a focused direction for long-term impact,” he noted.

Recalling their collaboration during the construction of the new Parliament building, the Prime Minister described the experience as productive. “Working together during the Parliament’s construction was an extremely enjoyable and productive experience,” he said.

The Prime Minister further appreciated Shri Harivansh’s contribution to strengthening legislative institutions and his role in promoting India’s democratic values globally through parliamentary forums.
