India, Japan seal 16 key outcomes across AI, economic security, energy and mobility

India and Japan on Thursday unveiled an ambitious package of 16 outcomes following the 16th India-Japan Annual Summit, significantly expanding cooperation in artificial intelligence, economic security, clean energy, critical minerals, mobility, biotechnology, pharmaceuticals and financial services.

The agreements, announced after talks between Prime Minister Narendra Modi and Japanese Prime Minister Sanae Takaichi, are aimed at strengthening strategic, technological and economic ties while boosting resilient supply chains, innovation and research collaboration.

Key outcomes of the summit:

• India-Japan Joint Declaration on Economic Security to promote project-based collaboration in semiconductors, critical minerals, ICT including AI, clean energy and pharmaceuticals, while enhancing joint resilience in strategic sectors.

• India-Japan Joint Statement on Cooperation in Artificial Intelligence, elevating bilateral ties to a strategic AI research and development partnership with a roadmap covering the entire AI technology stack and promoting safe, secure, trusted, inclusive and human-centric AI.

• Joint Statement on Energy Resilience between India’s Ministry of Petroleum and Natural Gas and Japan’s METI to strengthen cooperation in strategic crude oil and petroleum reserves and promote joint investments in maritime energy transport.

• Joint announcement to celebrate 2027 as the India-Japan Year of Shared Horizons, commemorating the 75th anniversary of diplomatic relations through a series of events.

• Memorandum of Cooperation for the India-Japan Cooperative Biogas for Growth (CBG) Initiative to support the establishment of 1,000 biogas and organic fertilizer plants across India through dairy cooperatives.

• Memorandum of Cooperation in the field of batteries to expand business opportunities and build trusted, resilient and sustainable battery supply chains.

• Memorandum of Cooperation in pharmaceuticals and medical devices to strengthen supply chains for APIs and Key Starting Materials through investment, technical collaboration and industry-academia partnerships.

• Memorandum of Cooperation in geology and mineral exploration to enhance collaboration in upstream critical mineral exploration through technical exchanges.

• Memorandum of Cooperation between the IndiaAI Mission and Japan’s Ministry of Economy, Trade and Industry (METI) to promote institutional collaboration through business matchmaking, AI policy exchanges, joint projects and shared computing resources.

• Memorandum of Cooperation on the Next Generation Mobility Partnership (NGMP) to accelerate private sector-led cooperation in railways, automobiles, roads, aviation, shipbuilding, ports, logistics and urban development, positioning India as a “Make in India for the World” export hub.

• Memorandum of Understanding between India’s Centre for Cellular and Molecular Platforms (C-CAMP) and Japan’s RIKEN to collaborate in deep-tech and life sciences research spanning healthcare, agriculture and the environment.

• Memorandum of Understanding between the National Centre for Biological Sciences-Tata Institute of Fundamental Research and RIKEN to expand cooperation in biological and neuroscience research.

• Memorandum of Understanding between IIT Bombay, BharatGen Technology Foundation and Japan’s National Institute of Informatics to jointly develop large language models with a focus on scientific reasoning.

• Memorandum of Understanding between SarvamAI and Preferred Networks to collaborate across the full AI technology stack, including foundation models.

• Memorandum of Understanding between the National Internet Exchange of India (NIXI) and the Japan Network Information Center (JPNIC) to cooperate on internet registry operations, IPv6 adoption, cybersecurity, capacity building and internet governance.

• Exchange of Letters between the International Financial Services Centres Authority (IFSCA) and Japan’s Financial Services Agency to strengthen cooperation in financial regulation, supervision, FinTech, RegTech and the exchange of best practices.
