India and Russia have agreed to strengthen cooperation in combating terrorism, including violent extremism, radicalisation and terror financing, during the 14th meeting of the India-Russia Joint Working Group (JWG) on Counter Terrorism held in New Delhi.
The meeting, held on July 8, was co-chaired by Sibi George, Secretary (West) in the Ministry of External Affairs, and Russian Deputy Foreign Minister Dmitry Lyubinsky. Officials from relevant departments and agencies of both countries also participated.
According to the Ministry of External Affairs (MEA), the two sides condemned terrorism in all its forms and manifestations, including cross-border terrorism. They also strongly condemned the terror attack in Pahalgam last year and the terrorist incident near Delhi’s Red Fort on November 10, 2025.
India and Russia called for concerted action against terrorists and terrorist groups, including those designated by the UN Security Council’s 1267 Sanctions Committee, as well as their proxy groups and affiliates.
The two countries shared their experiences in countering terrorism and agreed to enhance cooperation in addressing challenges posed by violent extremism, radicalisation, terror financing, and the misuse of new and emerging technologies, including digital financial technologies, for terrorist activities.
The discussions also covered current and emerging terrorist threats at the regional and global levels.
Both sides reaffirmed their commitment to strengthening counter-terror cooperation through bilateral mechanisms as well as multilateral platforms, including the United Nations, BRICS and the Shanghai Cooperation Organisation (SCO).
The next meeting of the India-Russia Joint Working Group on Counter Terrorism will be held in Russia on a mutually convenient date.
The previous round of the dialogue was held in Moscow in November 2024.
