The Capacity Building Commission (CBC), in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, on Thursday inaugurated the fourth edition of the Bharat CPSEs’ Consultative Conclave at Gati Shakti Vishwavidyalaya (GSV) in Vadodara.
Being held under the Mission Karmayogi framework, the three-day conclave from September 24 to 26 has GSV as its Strategic Knowledge Partner. It brings together more than 26 senior officers from 15 Central Public Sector Enterprises (CPSEs) in the infrastructure and construction, and transportation, logistics and telecommunication services sectors.
The conclave also includes subject matter experts from industry and academia, GSV faculty members, industry representatives, and senior officials from the CBC and Union ministries.
The thematic focus on transportation, logistics and infrastructure assumes significance in the context of Prime Minister Narendra Modi’s “Sapta Dhara” vision for Viksit Bharat, outlined in his Independence Day 2026 address. Gati Shakti, representing the development of sustainable, world-class infrastructure, was identified as the fourth stream of the vision.
The inaugural session began with the ceremonial lighting of the lamp. Prof Kaushik Das, Programme Director at GSV and a CBC task force member, presented an overview of the outcomes of the first batch of the conclave and outlined the theme and objectives of the fourth edition.
Dr Alka Mittal, Member (Administration), CBC, delivered the inaugural address, followed by a context-setting address by GSV Vice-Chancellor Prof (Dr) Manoj Choudhary.
TRAI Chairman Anil Kumar Lahoti delivered the keynote address as the chief guest. The session concluded with a presentation on the findings of a pre-event diagnostic survey by CBC Director Sumeet Singh.
Former BHEL and CEL CMD Dr Nalin Shinghal was welcomed by the vice-chancellor as the programme mentor for the event.
Consultative platform for capacity building
Conceptualised by the CBC with GSV as its Strategic Knowledge Partner, the Bharat CPSEs’ Consultative Conclave seeks to bring together public and private sector participants, academia and government officials on a common platform to address practical challenges in project and asset management.
The organisers said the initiative is designed around industry-identified requirements and aims to promote cross-learning among CPSEs, ministries, industry and academia.
Knowledge briefs and other documents generated through the conclave will culminate in a Bharat CPSE Compendium and an addressee-specific Reform Agenda. These outputs are intended to support evidence-based decision-making, policy formulation and reforms in the project and asset management ecosystem.
Interactive sessions and field visits
The conclave will feature thematic and breakout sessions over the next two days, focusing on challenges identified by industry in project and asset management. The sessions are structured as interactive and participatory capacity-building exercises.
The programme will conclude with an experiential learning visit to the GSV Airbus Centre of Excellence, Sardar Sarovar Dam and the Statue of Unity at Kevadia.
CBC, GSV announce ‘Kshamta SANGAM’ initiative
During the inaugural session, the CBC and GSV announced a joint initiative, Kshamta SANGAM — Strategizing Atmanirbhar National Governance through Academia Mobilization, aimed at leveraging academic knowledge and innovation for capacity building and evidence-based governance.
GSV became the first academic institution to join the proposed national initiative, with the CBC and GSV signing a pre-launch joint declaration to take the programme forward towards its formal national launch in the coming weeks under Mission Karmayogi.
